IT ALL LINKS STRATEGICALLY TO, UH, OUR MISSION AND VISION AND VALUES.
AND YOU'RE GONNA HEAR A LOT ABOUT THAT THROUGH THE VARIOUS PRESENTATIONS AND HOW THOSE CONNECT TO EACH OTHER.
ALL OF THE AIM OF PROVIDING HIGH PERFORMING, UH, SERVICES TO OUR COMMUNITY, TO OUR VISITORS, TO OUR BUSINESSES, AND SO FORTH.

NOTHING TO SOLVE TONIGHT, BUT IT'S, IT'S PLAYING THE SEEDS ON FUTURE CONVERSATIONS THAT WE NEED TO HAVE ABOUT, UH, HOW WE GO ABOUT MANAGING A PARK AND RECREATION SYSTEM THAT'S SPECTACULAR, AS OURS IS.
THERE'S A LOT OF PRESSURES AND DEMANDS AND, AND THERE'S, UH, SOME FINESSE THAT'S REQUIRED IN DEALING WITH THAT.

SO, WE'RE GONNA START A LITTLE BIT, UH, TALKING ABOUT WHY EMPLOYEE ENGAGEMENT'S IMPORTANT TO US AS AN ORGANIZATION, AS A CITY, UM, HOW WE MEASURE EMPLOYEE ENGAGEMENT, UM, HOW THE CITY MEASURES UP.
TAKE A LOOK AT, UH, A COUPLE OF DIFFERENT THINGS THERE.
UH, WHAT WE'VE DONE TO DRIVE THAT ENGAGEMENT AND WHAT SUCCESS LOOKS LIKE FOR US.
SO YOU HEARD BEN TALK ABOUT OUR STRATEGIC NATURE, UH, AND THAT, UH, UH, STRATEGY MAP THAT WE'LL TAKE A LOOK AT IF THAT, YOU'LL GET A CHANCE TO, UH, TO SET THE TONE FOR THIS NEXT YEAR, UH, THROUGH THAT MAP.
BECAUSE WE, EVERY SINGLE ITEM THAT WE BRING TO YOU GUYS, UM, TO BE CONSIDERED STARTS WITH THE FIRST SLIDE BEING THAT STRATEGY MAP AND US TYING WHAT WE'RE GONNA TALK ABOUT THAT NIGHT, WHAT WE'RE GONNA BE, UM, DECIDING ON THAT NIGHT, BACK TO THAT STRATEGY MAP.
OBVIOUSLY, WE WANNA MAKE THAT CONNECTION FOR OUR CITIZENS AND FOR YOU, BUT WE WANNA MAKE THAT CONNECTION FOR OUR EMPLOYEES.
SO WHEN THEY'RE OUT THERE DOING THEIR DAILY WORK, WHEN THEY'RE SETTING THEIR GOALS FOR THE YEAR, WHEN DIRECTORS ARE SETTING THEIR WORK PLANS FOR THE YEAR, THEY'RE ALL TIED AND IN ALIGNMENT WITH THAT STRATEGY MAP SO THAT EMPLOYEE ON THE GROUND CAN MAKE THAT CONNECTION TO WHAT THEY'RE DOING EVERY DAY AND HOW THAT CONNECTS WITH OUR GOALS AS AN ORGANIZATION.
SO ONE OF THE CORE PILLARS OF OUR STRATEGY MAP IS THAT WE INSPIRE TO BE AN EMPLOYER CHOICE.
UH, AND WE INS WE PURSUE THIS BY PROMOTING LEARNING AND GROWTH, FOSTERING STRONG CULTURE OF EMPLOYEE ENGAGEMENT AND EMPHASIZING A VALUE CENTRIC WORK CULTURE.
AND WE KNOW THROUGH THE STUDIES THAT WE'VE READ THROUGH ALL OF THE WORK THAT WE'VE DONE, THAT THAT HIGH EMPLOYEE ENGAGEMENT IS WHAT DRIVES INNOVATION IN AN, IN AN ORGANIZATION.
IT'S WHAT DRIVES PRODUCTIVITY.

IT INCREASES THAT CONNECTION THAT OUR EMPLOYEES HAVE WITH OUR ORGANIZATION, WITH THE SERVICES THAT THEY PROVIDE.
AND IT, AND THEN IN TURN, IT PROVIDE A MUCH BETTER SERVICE AND CUSTOMER EXPERIENCE FOR OUR CITIZENS.
AND THAT THAT CONNECTION WITH THE COMMUNITY IS, IS, UH, VERY APPARENT WHEN WE START SEEING THESE NUMBERS.
SO LET'S TAKE A LOOK AT THE TOOL THAT WE USE, AND WE'VE BEEN USING THIS TOOL NOW.
WE STARTED IN 20 20, 22, AND 24, UH, THE GALLUP Q 12.
AND THERE ARE 12 QUESTIONS THAT GET ASKED TO EVERY EMPLOYEE.
AND THOSE 12 QUESTIONS ARE BROKEN DOWN INTO KIND OF FOUR THEMES, BASIC NEEDS, INDIVIDUAL TEAMWORK AND GROWTH.
AND WE'LL TAKE A LOOK AT EACH OF THESE AREAS AS WE GO THROUGH AND LOOK AT THE RESULTS.
BUT THAT Q 12, WHEN YOU, WHEN WE TALK ABOUT OUR CULTURE, THIS IS THE BASE OF WHAT WE, WHAT WE LOOK AT.
AND WHEN WE'RE TALKING TO EACH OF OUR DIRECTORS, WHEN WE'RE TALKING TO EACH OF OUR SUPERVISORS, ARE YOU PROVIDING YOUR EMPLOYEES WITH A CLEAR AND CONCISE EXPECTATION OF WHAT THEIR WORK SHOULD LOOK LIKE? COUNSEL HAS DONE A TREMENDOUS JOB SUPPORTING, UH, THE BUDGET ITEMS THAT WE BRING FORTH BECAUSE THEY NEED THAT EQUIPMENT TO DO THEIR JOBS, AND THEY NEED TO, TO FEEL COMFORTABLE WITH THAT FROM AN INDIVIDUAL STANDPOINT.
AT WORK, DO I HAVE THE OPPORTUNITY TO DO WHAT I DO BEST EVERY DAY? AND WE, THE, THE OTHER PART OF GALLUP'S, UH, REPERTOIRE THAT WE USE IS STRENGTH FINDER.
AND SO DO WE IDENTIFY AND, AND ACTUALLY UTILIZE, DELIBERATELY UTILIZE THOSE STRENGTHS WITH OUR EMPLOYEES SO THAT THEY'RE DOING, GETTING THE RIGHT PEOPLE ON THE BUS, DOING WHAT THEY DO BEST.
AND IN THE LAST SEVEN DAYS, I RECEIVED RECOGNITION AND PRAISE FOR THE WORK WE DO.
ARE WE, ARE WE MAKING SURE WE'RE MAKING THOSE CONNECTIONS WITH OUR EMPLOYEES AND GIVING THEM THE CREDIT THAT THEY DESERVE? UH, MY SUPERVISOR, SOMEONE AT WORK SEEMS TO CARE ABOUT ME AS A PERSON, AND THERE'S SOMEONE AT WORK THAT ENCOURAGES MY DEVELOPMENT

UM, STARTING IN 2020 AFTER WE DID THE FIRST SURVEY, WAS COMING BACK AND DOING FOCUS GROUPS AND GOING LIKE, OKAY, LET'S, LET'S HEAR THE FEEDBACK.
HOW DO WE, HOW DO WE MAKE THESE THINGS BETTER? UM, HOW DO WE BREAK THROUGH SOME OF THE BUREAUCRACY THAT'S BEEN CREATED OVER THE YEARS AND PROCESSES THAT WE HAVE? UM, THE MISSION OR PURPOSE OF MY COMPANY MAKES ME FEEL GOOD, UH, FEEL GOOD ABOUT MY JOB, AND IT'S IMPORTANT.
WE TALKED ABOUT THAT, MAKING THAT CONNECTION FROM THE PERSON ON THE GROUND, DOING THE WORK ALL THE WAY THROUGH THE STRATEGIC PLANS THAT WE HAVE AND THE STRATEGY MAP.
UM, MY ASSOCIATES ARE FELLOW EMPLOYEES, ARE COMMITTED TO DOING GOOD QUALITY WORK.
AND I HAVE A BEST FRIEND AT WORK, WHICH IS ALWAYS THE MOST CONTROVERSIAL OF THE CONVERSATIONS THAT WE HAVE ABOUT THIS.
BUT IT BOILS DOWN TO, HEY, DO I ENJOY THE PEOPLE THAT I WORK WITH? AND DO I FEEL SAFE AROUND THE PEOPLE THAT I WORK WITH? IT'S A SAFE WORK ENVIRONMENT.
DO I FEEL LIKE I I HAVE PEOPLE THAT I CAN TALK TO AND CONNECT WITH? AND THEN IN THE GROWTH THEME IN THE LAST SIX MONTHS, AS SOMEONE AT WORK TALKED TO ME ABOUT MY PROGRESS, AND THIS LAST YEAR, I'VE HAD OPPORTUNITIES AT WORK TO LEARN AND GROW.
AND I THINK THIS, AS YOU'LL SEE AS WE GO THROUGH RESULTS, HAS BEEN AN AREA THAT WE'VE REALLY FOCUSED ON MAKING SURE THAT WE HAVE GOOD TRAINING OPPORTUNITIES, THAT WE HAVE GROWTH OPPORTUNITIES, THAT WE'RE BUILDING OUR BENCH STRENGTH WITH OUR EMPLOYEES, UH, AND WE'VE SEEN REALLY GOOD RESULTS FOR IN THAT AREA.
SO LET'S TAKE A LOOK AT THOSE RESULTS.
WHEN YOU LOOK AT THE OVERALL, UH, METRICS OF THE Q 12, WE HAD 249 RESPONDENTS, JUST OVER 300 EMPLOYEES, RIGHT AROUND 300 EMPLOYEES.
AND THIS, WE SCORED IN THE 63RD PERCENTILE OF CITY, COUNTY, AND STATE, UH, GOVERNMENTS.
AS YOU CAN SEE, OVER THE THREE YEARS, WE'VE SEEN STEADY INCREASES.
UH, OUR INITIAL MEAN, UH, WAS 3 72.
UM, IN 2022, WE WENT TO 3 94 AND THIS YEAR UP TO 4 0 1.
SO WE'RE SEEING STEADY GROWTH, WHICH MEANS THAT THE INITIATIVES THAT WE'RE PUTTING IN PLACE ARE WORKING.
UM, A LOT OF TIMES WE TALK ABOUT IT AS DIRECTORS.
IT'S ALMOST LIKE WHACK-A-MOLE.
YOU KNOW, YOU HAVE A ONE AREA THAT SCORE A LITTLE BIT LOWER, YOU PUT A LOT OF EMPHASIS ON THAT AREA, YOU SEE THAT SCORE GROW UP, BUT YOU MAY DEEMPHASIZE SOME OTHER THING.
AND IT'S, IT'S ALMOST ALWAYS CHASING THAT, BUT IT MAKES US BE INTENTIONAL ABOUT IT AND THINK ABOUT IT AND HAVE THOSE CONVERSATIONS WITH OUR EMPLOYEES, UM, WHILE WE, WHILE WE WORK ON THOSE THINGS.
AND THEN REALLY, UM, KIND OF THE CORE, UM, MEASUREMENT THAT WE REALLY WANNA LOOK AT IS THOSE ENGAGED, NOT ENGAGED AND ACTIVELY DISENGAGED EMPLOYEES, AND HOW THOSE PERCENTAGES FALL.
SO WE'RE, UM, UP TO 49% ENGAGED EMPLOYEES, UH, 41% NOT ENGAGED, AND ONLY 10% DISENGAGED, ACTIVELY DISENGAGED.
AND WE'LL KIND OF LOOK AT WHAT THAT MEANS AND HOW THAT COMPARES, UH, OVER THE LAST THREE YEARS.
SO, TO UNDERSTAND AT FIRST, YOU GOTTA UNDERSTAND WHAT AN ENGAGED EMPLOYEE IS, A NON-ENGAGED EMPLOYEE AND AN ACTIVELY DISENGAGED EMPLOYEE.
IF YOU LOOK AT THE GRAPHIC OVER HERE ON THE BOTTOM RIGHT, UH, YOU SEE THE PERSON IN THE BACK WORKING HARD.
HE'S GOT, GOT THE, THE FOUR IN HAND ROWING IN THE RIGHT DIRECTIONS, TRYING TO PUSH THE BOAT IN THE RIGHT DIRECTION.
THOSE ARE OUR ENGAGED EMPLOYEES.
THEY'RE EXCITED ABOUT WHAT THEY DO, THEY'RE ENGAGED IN WHAT THEY DO, AND THEY'RE WORKING, PUSHING US IN THE DIRECTION THAT WE WANT 'EM TO GO.
THOSE NON-ENGAGED EMPLOYEES, THEY'RE NOT, THEY'RE NOT ACTIVELY OUT THERE TRYING TO HURT US.
THEY'RE SHOWING UP TO WORK, THEY'RE DOING THEIR JOB.
THEY MAY BE SOMETIMES DOING THE BARE MINIMUM, BUT THEY'RE, THEY'RE COMING IN AND THEY'RE DOING THEIR JOB.
THEY'RE NOT WORKING AGAINST US.
THEY'RE NOT NECESSARILY DRIVING, UM, HIGHER PRODUCTION.
AND THEN THOSE ACTIVELY DISENGAGED.
AS YOU CAN SEE, HE'S ABOUT TO KICK THE ANCHOR OVER THE SIDE OF THE BOAT.
HE'S GOT A DRILL, HE'S KNOCKING SOME HOLES IN IT.
THEY ARE ACTIVELY WORKING AGAINST US, UH, IN THE DIRECTION THAT WE WANT TO GO.
THOSE ARE DISGRUNTLED EMPLOYEES.
THOSE ARE EMPLOYEES THAT AREN'T, AREN'T HAPPY WITH LIVE AND THEY AREN'T DOING ANYTHING TO HELP US MOVE FORWARD.
THOSE ARE THE ONES THAT WE WANNA IDENTIFY.
WHAT'S EXCITING IS YOU SEE OUR ENGAGED EMPLOYEES IN 2020, WERE AT 34% WENT UP TO 44%, UP TO 49%.
THAT'S HUGE IMPROVEMENT, UM, IN THAT AREA.
THIS IS, THIS IS AN AREA, I THINK THESE, THE KIND OF, THE TWO EXTREMES ARE WHERE, UM, ARE MOST IMPORTANT, THE NOT ENGAGED EMPLOYEES.
WE'VE ALSO ALSO SEEN AN IMPROVEMENT AS THOSE HAVE GONE DOWN FROM 46 TO 42 TO 41% OVER THE LAST THREE, UH, THREE CYCLES.

UM, THIS IS ALSO WHERE WE SAW THE BIGGEST CHANGE DOWNWARD IN ANY, UH, ONE THAT WE HAD, WHICH IS MY COWORKERS ARE COMMITTED TO DOING GOOD QUALITY WORK.
AND WE SAW THIS, BEN AND I WERE REALLY PERPLEXED BY IT.
WE, WE TALKED ABOUT IT, YOU KNOW, I SAID, I SAID, I DON'T, I DON'T REALLY KNOW, BUT IN MY MIND, WE, WE'VE ALSO CHANGED THE BAR, RIGHT? WE SET, WE SET A HIGHER, A HIGHER LEVEL OF EXCELLENCE.

THE, UM, ACTIVELY DISENGAGED EMPLOYEES, I SAW THERE WAS A 50% REDUCTION, UM, WHICH IS GREAT.
HOW MUCH OF THAT WAS ATTRITION VERSUS, UM, ENGAGING THE EMPLOYEE AND IMPROVING THEIR QUALITY OF LIFE AT WORK AND GETTING THEM TO MOVE UP SOME YEARS? THAT'S A GOOD QUESTION.
UM, YOU KNOW, AT A HIGH PERFORMANCE ORGANIZATION, IF YOU'RE GONNA BE SUCH, YOU NEED TO HAVE A KIND OF CULTURE OF ACCOUNTABILITY.
YOU NEED TO HAVE A CULTURE OF EXPECTATIONS.
AND SO WE'VE BEEN VERY CLEAR ABOUT WHAT THAT LOOKS LIKE.
UM, I THINK OUR EVALUATION SYSTEM WOULD'VE GOT AN OVERHAUL MAYBE AFTER THE FIRST YEAR I WAS HERE 18 MONTHS AFTER I GOT HERE.
WE LOOKED AT HOW TO REALIGN THE JOB ABOUT NOT PERFORMANCE EVALUATION TO THE STRATEGIC MANAGEMENT SYSTEM THAT WE HAD IN PLACE.
NOW, I THINK IF YOU REALLY GOT INTO THE SCIENCE OF BEHIND GALLOPS Q 12 METHODOLOGY, THEY'LL TELL YOU YOU'RE NOT GONNA HAVE A WHOLE LOT OF LUCK OF MOVING, JUST ACTIVELY DISENGAGE EMPLOYEES INTO THAT ENGAGEMENT.
YOU MIGHT BE ABLE TO GET SOME OF THEM INTO THE DISENGAGE.

BUT THERE ARE GONNA BE PEOPLE THAT YOU'RE, THEY'RE JUST NOT GONNA BE HAPPY NO MATTER WHAT.
AND, UM, YOU KNOW, IT'S, IT CAN BE DANGEROUS BECAUSE IT CAN CREATE TOXICITY IN THE WORKPLACE.
AND I CAN SEE THROUGH RESULTS IT SEEMS THAT, UM, DOESN'T LOOK LIKE WE'VE GOT THAT PROBLEM HERE WITH TOXICITY.
UH, NO, I THINK, UM, I THINK WE'RE SEEING GREATER LEVELS OF COLLABORATION ACROSS MULTIPLE DEPARTMENTS ARE STILL OPPORTUNITIES FOR IMPROVEMENT.

I CAN, I, I'VE SEEN SEVERAL IMPROVEMENTS.
I'M LIKE, I KNOW IT'S BEHIND THAT, THAT THERE'S AN ENGAGEMENT STORY BEHIND SOME OF THOSE THINGS.

WE GOT A LOT OF, UH, A LOT OF FEEDBACK FROM FAIR OAKS RESIDENTS AS WELL THAT HAD A BURNING MAILING ADDRESS.

HOW WE'RE DIFFERENT THAN THE OTHER HILL COUNTRY COMMUNITIES IN A, IN A HIGHWAY NATURE OF EXCELLENCE AND, AND, UH, UNIQUENESS, RIGHT? WE'RE EMBRACING THAT.

SO THAT'S KIND OF THE UNIQUENESS YOU CAN GO AND PLAY AROUND WITH FILTERS.
ONE THING I WOULD POINT OUT, LIKE YOU COULD SEE A BIG TURNAROUND IF YOU HAD, I'M NOT GONNA SAY WE, I'M JUST GONNA SAY IF WE HAD A REALLY HIGHEND PUBLIC POOL FEATURE SLIDES AND WE WE WENT ALL IN.

HOW MANY PRESENTATIONS OVER THE LAST SEVERAL YEARS, RIGHT? THAT DISSATISFACTION IS, UH, VERY LOW.
UM, OR VERY HIGH, I SHOULD SAY.
BUT WE KNOW THAT OUR UTILITY FOOTPRINT IS ONLY A SMALL PIECE OF THE OVERALL REGIONAL WATER CONCERN, RIGHT? AND SO HOW DO WE MAKE THOSE CONNECTIONS? THAT'S GONNA BE A HARD ONE TO DO, ESPECIALLY IN THE ENVIRONMENT WHERE, WHERE WE HAVE LESS RAIN AND WATER'S ON THE LINE.
UM, TREE PRESERVATION, YOU KNOW, THERE'S SOME COMMENTS IN THERE WHERE WE'RE, WE'RE BEING, UM, CRITICIZED FOR TREES THAT BEEN CUT DOWN THAT ARE IN NEIGHBORHOODS WAY OUTSIDE THE CITY LIMITS, BUT THEY DON'T KNOW THAT BIRDIE BOUNDARY UM, ORDER OR WHATNOT.

THINGS THAT PROBABLY AREN'T GONNA GET PICKED UP IN THOSE OTHER SURVEYS OR THINGS THAT WE JUST ASKED THEM TO LOOK AT BECAUSE THEY, NOT EVERYONE HAS THE, THE, THE INTERACTION WITH THESE TYPE OF SERVICES, BUT THEY'RE BASIC ONES THAT WE PROVIDE HERE IN THE MIDDLE.
HOW'S THE CITY DOING ON THESE BASIC ISSUES? THIS IS BASICALLY, I THINK ALL OF THE THINGS COMBINED INTO AN AVERAGE THERE.
THEN WE WANTED TO KNOW, OKAY, IN THE LAST SIX MONTHS, HAVE YOU HAD ANY CONTACT WITH CITY EMPLOYEES? AND 71% OF THAT'S JUST OVER 1100 HAD SOME SORT OF INTERACTION WITH THE CITY EMPLOYEE.
AND THIS SPREADSHEET BREAKS IT DOWN BY WHICH DEPARTMENTS HAVE THE MOST.
AND THEN WE WANTED TO KNOW THE SATISFACTION OF THAT INTERACTION.
AND, UM, UH, PLEASE, PLEASE, BY WHAT I SEE HERE, I'LL TELL YOU THE, THE ONES THAT ARE AT THE BOTTOM, ENGINEERING PLANNING, BUILDING PERMIT.

I DON'T KNOW IF IT'D DO ANYTHING, BUT IT CERTAINLY, IT'S A GOOD PRESENTATION THAT THEY SHOULD HAVE.
UH, I'D LOVE TO WORK WITH THE COUNTY ON SOME PROJECTS.
DO, DO THEY HAVE RESTRICTIONS ON DOING WORK WITHIN THE CITY? LIKE MAYBE ON PROPERTY THEY DON'T OWN? I I'VE HEARD SOMETHING LIKE THE SCHOOL DISTRICT HAD PROBLEMS LIKE, YOU KNOW, COLLABORATING WITH US ON THE POOL 'CAUSE THEY HAD TO OWN THE PROPERTY AND THAT KIND OF STUFF.
DOES THE COUNTY HAVE ANY PROBLEMS LIKE THAT? LIKE DO YOU KNOW? UH, THAT I DON'T KNOW.
I DID, I HAVE ASKED ABOUT, HEY, YOU KNOW, IF THERE'S A PROPERTY THEY CAN BUY AND THEY HELP THEIR PARK, THAT WE COULD DO SOME COLLABORATION WHERE WE MAINTAIN IT OR WHATNOT.
