I ALSO WANNA STATE THAT IT'S NOT MY INTENT TO REPRESENT THE LARGE GROUP OF PLAYERS THAT ALREADY USE THE CITY PARK COURTS.
HOWEVER, I DO WANT TO ADVOCATE ON BEHALF OF THE MANY, MUCH LARGER GROUP THAT CANNOT USE THOSE COURTS BECAUSE OF THE BARRIERS THAT EXIST.
AND THAT'S WHAT I'M HERE TO ADDRESS TONIGHT IN MY EXPERIENCE, SOME ACTIVITIES ARE BEST WHEN THEY'RE BARRIER FREE.
I THINK A GREAT EXAMPLE IS THE BEAUTIFUL NEW PARK, THE AMY'S PLAYGROUND AT CITY PARK.
THAT THING IS GORGEOUS, BUT ANYBODY CAN SHOW UP THERE TO PLAY AND USE THAT PLAYGROUND, WHETHER THEY'RE, THEY'RE JUST FOR SOCIAL INTERACTION OR THEY WANT TO USE THE EQUIPMENT.
THERE ARE NO GATES, THERE ARE NO GATEKEEPERS, THERE ARE NO MEMBERSHIPS, NO RESERVATIONS,

SO I WANT TO SOMEWHAT, UH, WELL, I, I KNOW IT'S A, A BOLD REQUEST, BUT I'M GONNA RESPECTFULLY URGE THAT THE CITY ADOPT THIS MODEL FOR THE EXISTING PICKLEBALL COURTS AT CITY PARK BY THE NEXT CITY COUNCIL MEETING ON THE 27TH BOLD REQUEST.
I KNOW THE REASON FOR THAT IS IT WOULD GIVE STUDENTS WHO WILL BE ON SUMMER BREAK SHORTLY, UH, A GREAT OPPORTUNITY TO ENJOY OUR PARKS WITH THEIR FAMILIES AND VISITORS.

AND SO AS PART OF THAT PROCESS, UH, THE, UH, DISTRICT AS WELL AS THE CITY, UH, IT'S TIME FOR US TO EXECUTE THE, UH, STRATEGIC PARTNERSHIP AGREEMENT.
AND THAT'S WHAT WE'RE HERE TO TALK ABOUT TONIGHT.
SO, AN SPA ALLOWS FOR THE LIMITED PURPOSE ANNEXATION OF COMMERCIAL AREAS AND CORLEY FARMS. AND IT ALSO, WHAT THE SPECIFIC USE OF THIS AGREEMENT IS, IS TO AUTHORIZE THE CITY TO COLLECT SALES AND USE TAXES WITHIN THE DISTRICT.
UH, NOW PLEASE NOTE THAT, UM, THE PARCELS WHERE THE, UH, COMMERCIAL PROPERTY ARE LOCATED, UM, HAVE NOT BEEN DEVELOPED.

PEOPLE CONTINUE TO SAY WE ARE THE WATER PROVIDER FOR CORLEY FARMS. SAS IS THE WATER PROVIDER FOR CORLEY FARMS, NOT THE CITY OF BURN.
THEY ALREADY HAD WATER FROM SAS.
SO WE HAVE WORKED VERY HARD ON AN AGREEMENT TO TRY TO INFLUENCE THIS DEVELOPMENT.
AND TO YOUR POINT, THIS WAS PART OF THAT AGREEMENT TO GET THIS AREA, THIS ONE LITTLE AREA IF IT SHOULD DEVELOP SO THAT WE CAN GET SALES AND USE TAXES.
BUT WE ARE NOT PROVIDING WATER.
WE'RE NOT PROVIDING THOSE KINDS OF SERVICES.
SO YES, WE HAVE A UTILITY AGREEMENT FOR SEWER AND WE HAVE A GAS AGREEMENT, BUT WE HAVE NO WATER AGREEMENT WHATSOEVER WITH THEM.
SO I JUST WANNA MAKE THAT CLEAR.
AND THIS IS PART OF AN AGREEMENT THAT WAS WORKED ON BY THE CITY, BY OUR CITY ATTORNEY AND OTHERS FOR LITERALLY 12 TO 18 MONTHS BACK AND FORTH.
SO I JUST WANTED TO CLARIFY THAT WE ARE NOT THE WATER PROVIDER.
'CAUSE PEOPLE KEEP SAYING WE ARE, WE ARE NOT.
SPEAKING OF WATER, UM, IT WOULD THIS, UH, HELP OUR ABILITY TO ASK FOR, UM, SOME THINGS LIKE WATER CONSERVATION.

AN ORDINANCE ADOPTING THE ANNUAL BUDGET FOR THE CITY OF BURNING TEXAS FOR THE FISCAL YEAR, BEGINNING OF OCTOBER 1ST, 2024, AND ENDING SEPTEMBER 30TH, 2025 IN ACCORDANCE WITH CHAPTER 1 0 2, LOCAL GOVERNMENT CODE AND APPROPRIATING THE VARIOUS AMOUNTS THEREOF, AMENDING THE BUDGET FOR FISCAL YEAR 24 25, PRESENTING SARAH BUCKLE LUCER.
THIS EVENING WE'RE BRINGING FORWARD OUR MID-YEAR BUDGET AMENDMENTS.
THIS ITEM ALIGNS WITH OUR STRATEGY MAP THROUGH FISCAL EXCELLENCE AND COMMITTING TO STRATEGIC AND CONSERVATIVE FINANCIAL MANAGEMENT.
OUR, UM, THE PROCESS OF, UH, ADOPTING BUDGET AMENDMENTS IS GOVERNED BY A FEW DIFFERENT RULES.
MOST IMPORTANTLY, OUR HOME RULE CHARTER PROVIDES FOR THE METHOD THAT BUDGET AMENDMENTS CAN BE BROUGHT FORWARD AND, UM, ADOPTED SPECIFICALLY APPROPRIATIONS BETWEEN FUNDS OR APPROPRIATIONS THAT REQUIRE USAGE OF A RESTRICTED FUND BALANCE ARE WHAT NEED TO BE BROUGHT FORWARD TO CITY COUNCIL.
SO FOR THE TWO BUDGET AMENDMENTS THAT WE'RE PROPOSING THIS EVENING, THE REASON THEY'RE BRINGING, BEING BROUGHT FORWARD IS BECAUSE THEY WOULD BE APPROPRIATING RESTRICTED FUND BALANCE.
THE FIRST ONE IS A, UM, A PURCHASE OF IT EQUIPMENT FOR THE POLICE DEPARTMENT.
WHAT THEY DID, UH, DURING THE YEAR IS THEY ARE MOVING FROM IPADS TO, UH, WINDOWS BASED TABLETS.
TWO WINDOWS BASED TABLETS FROM IPADS.
AND ALSO IN DOING SO, THEY'RE ABLE TO DISCONTINUE UTILIZING SEPARATE TICKET WRITERS.
SO THEY'RE CONSOLIDATING ALL INTO ONE PIECE OF EQUIPMENT.
IT'S OVERALL GONNA BE A, A GOOD DEAL FOR THE CITY.
UM, THIS PROGRAM, THEY'RE ABLE TO MOSTLY FUND THROUGH NOT HAVING TO PURCHASE THE SUPPLEMENTAL TICKET WRITERS.
THIS YEAR, UH, WHAT'S LEFT OVER IS ABOUT $17,774 AND THEY'RE PROPOSING UTILIZING THE RESTRICTED STATE SEIZED FUND PROCEEDS, WHICH ARE AVAILABLE.
WE HAVE THOSE AVAILABLE FOR PURPOSES LIKE THIS.
SO THEY'RE RESTRICTED FOR USE FOR PD PURPOSES ONLY.
SO IT IS A ACCEPTABLE, LEGALLY DEFENSIBLE USE OF THESE FUNDS.
THE SECOND WOULD BE THE UTILIZATION OF RESTRICTED PARKLAND DEDICATION FUNDS.
SO THOSE ARE RESTRICTED BY LAW TO BE USED FOR, UM, THE EXPANSION OF PARKLAND, ESSENTIALLY.
AND SO THAT'S WHAT WE ARE PROPOSING TO DO.
SO THIS WOULD, UH, WE WOULD USE 200,000 OF THIS FUND TO HELP SUPPLEMENT THE PURCHASE OF THE, UH, RIVER ROAD PARK, UH, PROPERTY THAT WAS ALREADY APPROVED BY CITY COUNCIL.

REVENUES ARE WHERE WE EXPECT THEM TO BE.

SO INTEREST REVENUE, YOU MAY RECALL THAT THE BUDGET HAD TARGETED AND PROJECTED THAT WE WOULD HAVE TWO, UM, DECREASES IN THE FED FUNDS TARGET RATE THIS YEAR FOR A TOTAL OF 50 BASIS POINT REDUCTIONS OVER OUR BUDGET LAST YEAR.
SO FAR THERE'S BEEN THREE DECREASES IN THE BED FUNDS TARGET RATE TOTALING A HUNDRED BASIS POINTS.
SO, UM, THAT'S OF COURSE PROBABLY BAD NEWS FOR OUR BUDGET, OUR INTEREST REVENUE BUDGET.
BUT ACTUALLY WHAT'S INTERESTING IS SO FAR THIS YEAR WE ARE, UM, EXCEEDING OUR BUDGET ESTIMATE FOR THE YEAR.
AND THAT'S PRIMARILY DUE TO THE TIMING OF WHEN WE RECEIVE OUR MONEY.
SO OUR BALANCES ARE VERY HIGH THIS YEAR BECAUSE WE RECEIVE THE BULK OF OUR PROPERTY TAX REVENUE AT THE BEGINNING OF THE YEAR.
SO, UM, RIGHT NOW OUR PORTFOLIO IS OUTPERFORMING OUR BUDGET ESTIMATE BY 4% DUE TO JUST OUR HIGHER BALANCES.
BUT WE DO CURRENTLY HAVE A 4.43% RATE OF RETURN YEAR TO DATE ON OUR PORTFOLIO.
UM, I KNOW THAT THE FED IS SIGNALING THAT THEY ANTICIPATE MORE RATES TO COME RATE DECREASES TO COME.
SO, UM, THEY, THEY ANTICIPATE MAYBE TWO RATE REDUCTIONS, BUT, UH, WE WILL HOLD OUT AND SEE THERE'S A LOT GOING ON GEOPOLITICALLY AT VALOREM TAX REVENUE.
AS, UM, AS WE WOULD EXPECT THIS POINT OF THE YEAR, WE ARE 100% OF OUR BUDGET COLLECTED.
AND SO OUR BUDGET INCLUDES THE CURRENT YEAR PROPERTY TAX REVENUE, THE PROPERTY TAX THAT'S BEEN, UM, LEVIED ON THIS PAST PAST CALENDAR YEAR.
IT ALSO INCLUDES OUR BUDGET FOR WHAT WE THINK WE'LL COLLECT IN DELINQUENT TAXES.
SO WE ARE AT 100% OF BUDGET OF THAT.
UH, WE'VE COLLECTED 97% OF OUR CURRENT YEAR LEVY, AND THIS IS 100% ON TRACK WITH WHAT WE EXPECT FOR THIS POINT IN THE YEAR.
WE HAD BUDGETED THAT WE WOULD BE 6% HIGHER THAN PRIOR YEARS.
WE ARE CURRENTLY AT 7.4% OVER LAST YEAR THE SAME TIME, WHICH IS 1.4% HIGHER THAN BUDGET.
OVERALL, WE'RE, WE'RE JUST EXCEEDING STATE AVERAGES IN ALL CATEGORIES.
THE, THE ONLY ONE THAT LOOKS KIND OF STRANGE IS THE WHOLESALE.

WE, WE LOOK LIKE WE'RE DOWN 54%, BUT WE'RE ACTUALLY ON TREND PERMIT REVENUE.
WE ARE AT 77% COLLECTION OF BUDGET.
UM, THAT'S DUE PRIMARILY TO AN INCREASE IN MISCELLANEOUS PERMITS THAT WE'VE RECEIVED.
UM, IN SPEAKING TO DIRECTOR CRANE, WE BELIEVE THAT WE'RE GONNA KEEP OUR, UM, OPTIMISM KIND OF STEADY ON THE PERMIT REVENUE AND SAY THAT WE WILL, UM, ANTICIPATE JUST MEETING BUDGET.
WE, EVEN THOUGH WE'RE AT 77% COLLECTIONS, WE THINK BASED ON THE TIMING, MOST OF OUR LARGE PERMITS HAVE ALREADY COME THROUGH.

AND THE ONE THAT WE ARE TALKING ABOUT TODAY IS SECONDARY CLARIFICATION.
THE BASINS WHERE THAT HAPPENS ARE BACK IN HERE.
UH, IF YOU EVER SEE AERIAL PHOTOGRAPHS OF WASTEWATER TREATMENT PLANTS, THESE ARE PRETTY COMMON STRUCTURES.
AND THE PURPOSE OF THOSE THINGS IS TO SEPARATE THE, THE SLUDGE OR THE BIOMASS FROM THE, FROM THE, IS A POST PRODUCT OF THE, OF THE, OF THE, UH, ORGANICS REMOVAL AND THE WATER INTO TWO SEPARATE COMPONENTS TO BE DISPOSED OF PROPERLY.
THOSE BASINS REQUIRE, UH, THEY, THEY HAVE IT, THEY INCLUDE, I WILL TELL YOU TOO, JUST SO IT MAKES MORE SENSE OF WHY YOU'RE SEEING AN EMPTY ONE.

SO TYPICALLY ON THE SECONDARY CLARIFIERS, WE HAVE ONE EMPTY AND ONE IN OPERATION.
ON THE ONE THAT WAS IN OPERATION, UH, A FEW MONTHS AGO, WE NOTICED, WELL THE, THE CENTER DRIVE JUST STOPPED ROTATING.
AND WHAT IT, WITH THE PURPOSE OF THE CENTER DRIVE, WHICH IS IN HERE, IT'S RUN BY A SMALL ELECTRIC MOTOR, BUT IT TURNS A SCREED ON TOP THAT, UH, GETS RID OF ALGAE OR OIL AND GREASE THAT MIGHT ACCUMULATE ON THE TOP OF THE WATER.
BUT IT'S PRIMARY FUNCTION IS TO RUN THESE, UH, SQUEEGEES AT THE BOTTOM OF THE BASIN, WHICH IS THE WAY THAT THE SELECT GETS REMOVED OFF THE BOTTOM OF THE BASINS AFTER IT SETTLES.
SO IT'S AN INTEGRAL PART THAT THAT ROTATIONAL UH, OPERATION IS AN INTEGRAL PART OF NOT THE TREATMENT, BUT THE REMOVAL OF THE BYPRODUCT.
AND SO WHAT WE DID WHEN WE NOTICED THAT ONE NOT WORKING, WAS WE TRANSFERRED THE FLOW OVER TO THE OTHER BASIN, KEPT IT IN OPERATION, ALL IS GOING WELL, AND OUR INTENT WAS TO BUDGET FOR THE REPAIR OF THAT DRIVE, WHICH IS A LITTLE UNDER $130,000 IN NEXT FISCAL YEAR'S BUDGET.
WELL, I ASKED THE, UH, THE OPERATION STAFF TO GET WITH THE MANUFACTURER, AND SINCE WE DO TRY TO KEEP THE WEAR AND TEAR ON THOSE ITEMS, PRETTY, PRETTY EQUIVALENT.
I ASKED THEM TO HAVE THE OTHER ONE INSPECTED.
AND IT'S STARTING TO SHOW SIGNS OF FAILURE OR IMMINENT FAILURE TOO.
THE PROBLEM HAS TO DO WITH, UH, MIXTURE OF OIL AND WATER.
IT'S, UH, NOT A GREAT ENVIRONMENT.
AND WE HAVE, I WILL TELL YOU WITHOUT GOING INTO MUCH DETAIL, WE HAVE, WE WILL HAVE MUCH, MUCH MORE STRINGENT INSPECTION AND MAINTENANCE PROCEDURES BEYOND WHAT THEY WERE ALREADY DOING FOR THE REPLACEMENT UNITS.
SUFFICE IT TO SAY, UH, WE BELIEVE SINCE IT IS AN INTEGRAL PART OF THE PLANT, WE ONLY HAVE ONE OPERATIONAL, WE THOUGHT IT PRUDENT TO COME FORWARD AND ASK YOU TO REPAIR THE BROKEN ONE.

UM, THE SURVEY MEASURED ALL KINDS OF ASPECTS OF THE SERVICES WE PROVIDE, YOU KNOW,

SATISFACTION, WHAT'S IMPORTANT TO THE RESIDENTS AND NON-RESIDENTS AND SAFETY, SECURITY, MOBILITY AND SO FORTH.NEXT, UH, IN THE MOBILITY, UH, QUESTIONS THEY WERE LUMPED IN WITH THE INFRASTRUCTURE AND UTILITIES.
AND SO I KIND OF GRAYED OUT OR WHITED OUT THE AREAS THAT WERE SPECIFICALLY TO THE UTILITIES.
AND SO YOU SEE THE, BEFORE YOU, THE ITEMS THAT WERE SURVEYED THAT RELATED TO MOBILITY, YOU CAN SEE WHAT WAS MOST IMPORTANT AND THEN WHAT WAS THE SATISFACTION OF EACH OF THOSE.

SO THE JAYWALKING PROBLEM ON MAIN STREET IS SO DANGEROUS.
NO MORE JAY WALKING ON MAIN STREET OR DO NOT ALLOW CARS TO PARK ON MAIN STREET.
DISTRICT FOUR NEED TRAFFIC SIGNAL AT INTERSECTION OF SWOPE AND OAK PARK.
MORE TRAFFIC SIGNALS WHERE FOUR-WAY STOP SIGNS NOW EXIST.
DISTRICT FIVE, MANY OF THE CITY OWNED STREETS ARE IN BAD SHAPE.
TOO MANY BURNING STREETS HAVE BEEN NEGLECTED FOR TOO LONG.
FIXING ROADS, POTHOLES ARE CONNECTING TO POTHOLES.
IT'S A BEAUTIFUL DOWNTOWN RUINED BY TRAFFIC NOISE.
UH, NEED AN OUTSIDE ROUTE TO GET AROUND CHAMPION AREA TO THE OTHER SIDE OF TOWN.
IT TAKES AN HOUR TO GET TO THE OTHER SIDE.
OKAY, SO THAT IS JUST A VERY HIGH LEVEL SUMMARY OF ALL THE COMMENTS YOU GUYS HAVE READ THROUGH THOSE.

BUT THEY ALSO MAINTAIN MAIN STREET WEST BENDERA OVER BY HEB RIVER ROAD AND BLANCO ROAD.
UM, AND ACTUALLY A PORTION OF SISTER DALE, I DIDN'T PUT THIS ON HERE, SISTER DALE HIGHWAY.
SO TDOT MAINTAINS ALL OF THOSE ROADS.
SO IF THERE'S ANYTHING ON ANY OF THOSE ROADS, TXDOT IS PAYING TO FIX THOSE.
UM, ALSO WITH THE TRAFFIC SIGNALS, ALL OF ALL THOSE ROADS, THE CITY DEPART, WE HAVE TWO TRAFFIC SIGNALS THAT WE MAINTAIN.

SO THE FIRST MAJOR FER PLAN WE ADOPTED IN 74, AND IT'S BEEN UPDATED MANY TIMES SINCE.
OUR CURRENT PLAN IS 2020 WAS ADOPTED IN 2023 BY COUNCIL.
SO NOT ONLY DOES THIS PROVIDE CONNECTIVITY FOR WHEN NEW DEVELOPMENTS COME IN, THIS DEFINES UM, RIGHT AWAY WIDTHS BASED ON WHETHER IT'S ARTERIAL OR COLLECTOR.
AND SO WHEN WE HAVE NEW DEVELOPMENTS COME IN THAT ARE ON ONE OF THESE ROADWAYS, EVEN IF THEY, THROUGH OUR RULES AND OUR ROUGH PROPORTIONALITY LAWS, THEY DON'T HAVE TO BUILD THE ACTUAL ROADWAY ITSELF.
SOMETIMES THAT HAPPENS, THEY WILL DEDICATE THE LAND.
AND THAT'S SOMETHING IN ROADWAY CONNECTIVITY TO SOMETIMES HAVING THAT LAND DEDICATED US FOR A FUTURE ROADWAY CONNECTION IS A BIG PER BIG ISSUE.
THERE WERE MANY COMMENTS IN THERE ABOUT PLANNING THAT WE NEED TO BE DOING MORE PLANNING ON HOW TO ALL THESE ROADS AND ROAD CONNECTIVITY.
SO JUST IN THE LAST 20 YEARS, THERE'S BEEN ACTUALLY BEEN LOTS OF PLANNING.
UM, SO BACK IN OH FIVE 2005, TXDOT DID A BIG STUDY CALLED THE SOUTHERN RELIEF ROUTE STUDY.
UM, IN OH SEVEN AFTER THAT STUDY, UM, A CITIZEN SURVEY WAS A CITIZEN SERVICE COMMUNITY WAS FORMED, CALLED THE THOROUGHFARE PLANNING CITIZEN COMMITTEE, AND THEY ISSUED A FINAL REPORT.
UH, THEN SEVERAL YEARS LATER IN 25 THROUGH 18 WAS THE TDOT PERFORMED, THE KENDALL COUNTY GATEWAY STUDY.
UM, AND THEY ISSUED A FINAL REPORT.
AND THEN AFTER THAT REPORT WAS ISSUED, THEN LATER THERE'S ANOTHER CITIZEN COM COMMITTEE FORMED CALLED THE KENDALL COUNTY, BERNIE FAIR OAKS COMMITTEE, FAIR OAKS TRANSPORTATION COMMITTEE.
AND THEY SPENT SEVERAL YEARS, HAD HAD SOME COVID TIME IN THERE AS WELL, AND THEY ISSUED A FINAL REPORT.
AND THEN ACTUALLY IN 2023, THE CITY USING A LOT OF THE INFORMATION THAT WAS IN THE, THE LATEST TRANSPORTATION COMMITTEE REPORT, WE DID OUR OWN MASTER PLAN.
SO IT'S CITY MOBILITY MASTER PLAN, AND WE ACTUALLY WENT AND DID A LOT OF TRAFFIC COUNTS AND OTHER THINGS AND TOOK THE RECOMMENDATIONS FROM THE CITIZEN COMMITTEE, BUT THEN ACTUALLY USED THAT WITH A LOT OF DATA AND METRICS BEHIND THAT.
SO HERE'S IN OUR ROADWAY ENHANCEMENT PROJECTS.
SO JUST QUICKLY, THIS IS COMING OUT OF OUR MOBILITY MASTER PLANS FOR ACTUAL FOR ROADWAYS.
YOU SEE, WE'VE GOT SEVERAL CHECK MARKS THAT ARE DONE, THINGS THAT WE'VE IDENTIFIED IN MOBILITY PLAN ARE DONE.
AND WE HAVE A COUPLE ITEMS THAT ARE STILL IN PROGRESS.
UM, SO CASCADE CAVERN WIDENING, ADLER STREET WIDENING AND OLD SAN ANTONIO ROAD WIDENING.
SO THOSE ARE THINGS THAT HAVE DIFFERENT LEVELS OF SCHEMATIC OR STUDIES UNDERWAY.
UM, NOT ANYTHING THAT WE'RE ACTUALLY OUT THERE BUILDING YET, BUT WE'RE IN PROCESS OF STUDYING THOSE FURTHER.
AND THEN THE NEXT PAGE OF THE MOBILITY MASTER PLAN HAD TO DO WITH ACTUAL INTERSECTION IMPROVEMENTS.
AND SO THAT WAS ONE OF THE BIG THINGS THAT WE TALKED ABOUT IN THE KENDALL COUNTY TRANSPORTATION COMMITTEE.
'CAUSE KIND OF THE WIDE NODES NARROW ROAD CONCEPT THAT REALLY IMPROVING OUR INTERSECTIONS IS REALLY THE BIGGEST BANG FOR THE BUCK RATHER THAN GOING WIDENING ROADS.

19 INTERSECTIONS THAT WERE TALKED ABOUT IN THE CITY'S MOBILITY PLAN, WE ACTUALLY HAVE SEVERAL OF THEM THAT WERE IN PROGRESS OF DOING SCHEMATICS OR DESIGNS OR WORKING THROUGH TRYING TO GET, UH, IN INTERSECTION IMPROVEMENTS.SO A LOT OF THEM HAVE RIGHT OF WAY THAT WE NEED TO ACQUIRE TRAFFIC SIGNALS OR UTILITIES THAT WE NEED TO RELOCATE.
A LOT OF THESE ARE SMALL BUT VERY COMPLEX PROJECTS, BUT WE'RE WORKING OUR WAY.
AND TODAY, AS HAS BEEN MENTIONED, UM, WE TALKED SIX OF THEM WITH TDOT TODAY, JUST AS WE WERE KIND OF WORKING THROUGH THOSE LOCATIONS.
THERE ARE SEVERAL COMMENTS ABOUT THE HERF ROAD PROJECT.
UM, SO THAT'S SOMETHING FOR A LOT OF PEOPLE THAT MIGHT HAVE MOVED HERE RECENTLY AND DON'T KNOW THE HISTORY OF IT.
UM, IT WAS ACTUALLY SOMETHING THAT WAS RECOMMENDED IN THE OH FIVE TXDOT AND THE CITIZEN, THE OH SEVEN CITIZEN STUDIES RECOMMENDED THAT THE HERF ROAD PROJECT HAPPENED.
UM, SO THOSE WERE RECOMMENDATIONS.
SO THEN THE COUNTY, THE CITY KIND OF STARTED SOME OF THE INITIAL WORK, BUT IT TRANSFERRED TO A COUNTY PROJECT.
UM, SO THE DESIGN OF THAT WAS ACTUALLY DONE BY THE COUNTY.
THEY PICKED AN ENGINEER, BID IT AS A COUNTY, AND THE COUNTY ACTUALLY USED A, UH, THEN THEY PUT IT OUT AS A COUNTYWIDE BOND.
SO THE WHOLE COUNTY'S VOTERS VOTED IN 11 AND APPROVED A BOND TO DO THE HERF ROAD PROJECT.
AT THE TIME, IT WAS A $10 MILLION PROJECT AND THAT ACTUALLY WAS WHAT THE BOND AMOUNT WAS FOR.
BUT THEN THE PROJECT ALSO INCLUDED AN ADDITIONAL 2.3 MILLION THAT THE ESPERANZA DEVELOPMENT, UH, PROVIDED AS PART OF THAT 2008 DEVELOPMENT AGREEMENT.
UH, IT WAS BUILT IN TWO PHASES, KIND OF THE PHASE ONE WAS FROM RIVER ROAD TO OLD SAN ANTONIO.
PHASE TWO WAS FROM OLD SAN ANTONIO TO MAINE.
AND THE KEY PART THAT I LIKE TO BRING UP OR SHOW IS THAT PROJECT, WHEN YOU'RE DESIGNING A BIG ROADWAY SYSTEM, WHAT THE KEY THING YOU NEED TO KNOW IS WHAT THE TRAFFIC VOLUME OF THAT ROADWAY IS.
ALL YOUR INTERSECTIONS, YOUR ROAD LANES, EVERYTHING ARE BASED ON THE TRAFFIC VOLUME OF THAT ROAD YOU'RE DESIGNING.
SO THAT PROJECT HAD A ASSUMED TRAFFIC VOLUME OF 7,600 VEHICLES IN 2032.
SO SEVERAL YEARS FROM NOW, THEY WERE EXPECTING 7,600 CARS.
UM, WE JUST COUNTED IT LAST WEEK.
UM, SO THAT'S SOME OF THE ISSUES YOU'RE SEEING ON HERF ROAD TODAY.
THE INTERSECTION AT THE END OF HERF ROAD IS OBVIOUSLY HERF RIVER ROAD AND HERF.
AND THAT'S ONE THAT WAS IN MANY, MANY COMMENTS OF THE STUDY.
AND THAT'S ONE THAT WE GET PROBABLY THE MOST PHONE CALLS AS WELL.
UM, SO WHEN WE DID OUR MOBILITY MASTER PLAN, WE STUDIED ALL THOSE INTERSECTIONS IN TOWN.
AND THIS IS ONE OF THE TWO INTERSECTIONS THAT HAVE, UH, A GRADE OF F JUST SO WE INTER WE GRADE OUR INTERSECTIONS A THROUGH F JUST LIKE SCHOOL AS WELL.
SO THIS IS A F AND THE OTHER ONE IS CASCADE AND SCENIC LOOP IS OUR OTHER F INTERSECTION.
WE HAVE THE LAST SEVERAL YEARS WE PREPARED MULTIPLE IMPROVEMENT SCHEMATICS AND COST ESTIMATES.
IF YOU REMEMBER MY FIRST SLIDE OF THE NIGHT RIVER ROAD IS ACTUALLY STATE HIGHWAY 46.
SO ANYTHING AND EVERYTHING TO DO WITH THIS INTERSECTION IS UP TO TXDOT.
UM, SO WE'VE TAKEN ALL THESE SCHEMATICS AND PLANS AND WE'VE DONE A LOT OF STUFF AND WE'VE PROVIDED IT TO TXDOT OVER THE LAST COUPLE YEARS, UM, TRYING TO GET THEM TO, TO DO SOMETHING.
AND SO WE'VE BEEN WORKING VERY CLOSELY WITH THEM ON THAT AS WELL.
AND ACTUALLY, UM, WE AS A CITY HAVE APPLIED FOR MULTIPLE GRANTS, FEDERAL GRANTS FOR THIS LOCATION.
WE HAVEN'T BEEN ABLE TO GET TXDOT TO FUND ANY PROJECTS, SO WE WERE APPLYING FOR FEDERAL GRANTS FOR THE LOCATION AS WELL.
UM, SO BACK IN 2022, WE APPLIED FOR A SAFE STREETS FOR ALL GRANT AND WE USED THAT GRANT WAS SPECIFICALLY WRITTEN FOR INNOVATIVE INTERSECTION DESIGNS.
AND SO THAT'S THIS PICTURE, UM, THAT WE HAVE HERE TO THE RIGHT THAT USED GREEN TEES AND KIND OF A QUADRANT ROADWAY SYSTEM.
UH, THAT GRANT WAS UNSUCCESSFUL.
UM, IN 23 WE APPLIED FOR ANOTHER GRANT APPLIC OPPORTUNITY FOR IT CALLED THE RECONNECTING COMMUNITIES AND NEIGHBORHOODS.
AND WE TALKED ABOUT IT HAD A LOT OF THE DRAINAGE ISSUES AND HOW THE NUMBER NINE TRAIL, UH, AT THAT LOCATION IS NOT CONNECTED AND THAT THERE'S FLOODING ISSUES THERE AS WELL.
UH, THAT GRANT WAS UNSUCCESSFUL AS WELL.
BUT AS WE CONTINUE TO TALK WITH TXDOT ABOUT WANTING TO DO SOMETHING THAT THE INTERSECTION, UM, TDOT IS ACTUALLY, UH, SUBMITTED A PROJECT IN THEIR RECENT CALL FOR PROJECTS JUST LIKE WE SUBMITTED THE SIDEWALK PROJECT.
TXDOT HAS ACTUALLY SUBMITTED IN THE CALL FOR PROJECTS, UH, A PROJECT THERE, UM, TO DO WORK IN THE EXISTING RIGHT OF WAYS.
SO NO WORK OUTSIDE THE EXISTING RIGHT OF WAYS.
UM, IT'LL BE JUST KIND OF DOING SOME ADDITIONAL TURN LANES AND SOME OTHER WORK IN THE RIGHT OF WAYS.
AND SO THAT WOULD BE IF, IF THEY RECEIVED FUNDING THROUGH THAT CALL FOR PROJECTS, IT'D BE A FISCAL YEAR 27 THROUGH FISCAL YEAR 30 PROJECT POTENTIALLY.
AND ONE OF THE BIGGEST CITIZEN COMMENTS THAT CAME THROUGH QUITE A BIT IN THAT CITIZEN SURVEY, UM, WAS ACTUALLY AN ALTERNATE PATH IN DOWNTOWN TRAFFIC RELIEF.
UM, CAME UP MANY TIMES AS REFERENCED MANY DIFFERENT WAYS.
AND ARE WE DOING ANYTHING? ARE WE LOOKING AT ANYTHING? AND SO THAT'S REALLY THOSE TWO TXDOT STUDIES I MENTIONED.

TXDOT STUDIES STUDIED THIS EXTENSIVELY.UM, TXDOT SPENT SEVERAL MILLION DOLLARS STUDYING, UH, BYPASS ALTERNATE ROUTE AROUND TOWN.
UM, AT THE TIME, AT BOTH OF THOSE, AFTER THE CONCLUSION OF BOTH OF THOSE STUDIES, OUR COUNTY OFFICIALS, UM, VOTED AGAINST BOTH OF THOSE PLANNING STUDIES.
AND SO OUR PLANNING EFFORTS FOR ANY OF THIS ARE ON PAUSE BECAUSE TXDOT WANTS BOTH A CITY AND COUNTY TO MOVE FORWARD TOGETHER ON ANY TYPE OF CONCEPT FOR AN ALTERNATIVE ROUTE.
UM, BUT I WOULD LIKE TO POINT OUT IN THE CITIZEN SURVEY, THERE WERE 86 COMMENTS IN FAVOR OF AN ALTERNATIVE ALTERNATIVE PATH.
AND THERE WERE ONLY THREE COMMENTS AGAINST AN ALTERNATIVE PATH.
WHAT'S NEXT FOR MOBILITY? UM, SO WE ARE COMMITTED TO USING CITIZEN INPUT.
SO WE, EVERY ONE OF OUR MOBILITY, WHEN WE DID THE MOBILITY MASTER PLAN, WE HAD MULTIPLE PUBLIC OPEN HOUSES.

WE'RE CONSTANTLY TRYING TO GET PUBLIC FEEDBACK FOR ISSUES.

AND SO THAT'S REALLY ONE OF THE BIG ISSUES WE HAVE TODAY IS WE DON'T HAVE A TRUE GRID TYPE SYSTEM.
WE HAVE SEVERAL BOTTLENECKS THAT THERE'S ONLY ONE KEY SPOT TO GET FROM HERE TO THERE.
THERE'S NOT TWO OR THREE DIFFERENT WAYS YOU CAN GO.
UM, SO YES, VERY MUCH IS A TECH DOT CONVERSATION.
YOU MENTIONED THAT YOU AND BEN HAVE BEEN TALKING TO TDOT ON LIKE FOUR OR FIVE LOCATIONS.
UM, DID YOU GET ANY FEEL FOR HOW THEY WERE LOOKING AT HER 46 ESSER INTERSECTION OR ANY MOVEMENT ON THE PLANS FOR THAT MOVING FORWARD? SO AGAIN, SO THEY'VE SUBMITTED FOR FEDERAL FUNDING.
UM, SO WE, WE ALL THINK TXDOT HAS LOTS AND LOTS OF MONEY.
THEY HAVE, I MEAN THEY MENTIONED TODAY HOW THEY'RE HAVING SOME DOLLAR ISSUES AS WELL.
UM, SO THERE'S ONLY SO MUCH FUNDING THEY CAN DO.
THOSE TWO GRANT APPLICATIONS I SUBMITTED FOR ONE WAS A $17 MILLION PROJECT AND ONE WAS A $40 MILLION PROJECT TO TRULY FIX THAT INTERSECTION.
BUT TXDOT SUBMITTED TO THE MPO WAS A FOUR AND A HALF MILLION DOLLAR PROJECT TO JUST ADD A COUPLE TURN LANES.
I WANNA COMMENT QUICKLY, TDOT AND MIKE, YOU KNOW BETTER THAN ME, BUT MY EXPERIENCES OR MY OPINION IS THAT THEY GO WHERE THEY'RE WANTED AND THEY HAVE A HUGE STATE TO DEAL WITH.
AND IF THERE ARE COMMUNITIES, COUNTIES, REGIONS THAT DON'T WANT THEM OR DON'T WANT THEIR INPUT OR THEIR MONEY, THEY GO ELSEWHERE.
SO, I MEAN, YOU'RE RIGHT, THEY HAVE A LIMITED AMOUNT OF FUNDS, BUT THEY'RE GONNA GO WHERE PEOPLE WANT TO HELP, YOU KNOW, GET THINGS DONE.
AND WE'VE HAD A PROBLEM WITH THAT.
I MEAN, I DON'T KNOW HOW YOU SOLVE SOME OF THESE PROBLEMS IF YOU NEVER BUILD ANOTHER NEW ROAD AND THE ONLY NEW ROAD THAT'S BEEN BUILT IN OVER 50 YEARS IS HER ROAD.
I'M JUST SPEAKING FROM, I THINK, UM, JUST THE IMPORTANCE OF OUR RELATIONSHIP ON THE MPO AND HOW THAT FUNDING HAPPENS.
AND AS WE BUILD RELATIONSHIPS BACK WITH TXDOT, TO YOUR POINT, JOE, UM, I DO THINK THERE WAS SOME, NOT BY US, BUT OUR COMMUNITY, SOME BAD BLOOD WITH THE GATEWAY STUDY.
AGAIN, I, THE GATEWAY STUDY DIDN'T MEAN THERE WAS GOING TO BE A ROAD, IT JUST MEANT WE WERE ACCEPTING A STUDY OF HOW TO DO A ROAD.
BUT, UM, I DO THINK THE IMPORTANCE OF, YOU KNOW, AS I'M ON THAT OR AS I MOVE AND AS SOMEONE ELSE,

THE IMPORTANCE OF THAT RELATIONSHIP IS REALLY IMPORTANT.AND WITH THE PEOPLE IN THAT COMMITTEE, BECAUSE WE HAVE TO MAKE SURE THEY KNOW THAT WE DO WANT TO HELP, UM, MOVE FORWARD WITH, UM, SOME POSITIVE MOBILITY IN OUR COMMUNITY.
BUT TEXT WE TO FIX THAT INTERSECTION IS 40 MILLION.
SO TDOT IS JUST TRYING TO PUSH THAT DOWN SOME, BUT IF YOU LOOK AT THEIR BUDGET, I MEAN, IT'S CRAZY WHAT'S OUT THERE.
I MEAN, JUST, I MEAN, DRIVING SAN ANTONIO, YOU KNOW, A BILLION DOLLAR PROJECT FOR 1604, RIGHT? SO THERE IS A LOT OF MONEY, BUT YOU KNOW, I, WE'VE HAD PEOPLE EMAIL US AND I SAY, HEY, REACH OUT TO THE COMMISSIONERS ON THE TECH STOP BOARD AND LET 'EM KNOW, TELL, UH, REPRESENTATIVE CHUCK CLA, TELL SENATOR CAMPBELL, UM, THEY, THEY HAVE MORE SWAY OVER THOSE OFFICIALS THAN WE ARE.
OUR, OUR ROLE IS TO DO, YOU KNOW, WHAT JEFF DOES WITH AND AND BEND WITH THE RE RELATIONSHIP WITH TXDOT AND JUST KEEP DOING THAT.
BUT I THINK FOR ANYTHING FASTER, IT'S GONNA REQUIRE PEOPLE GETTING MORE INVOLVED AND GOING, GOING UP HIGHER THAN US, IN MY OPINION.
SO, SO A LOT OF INFORMATION AND A LOT OF FOLKS THINK WE'RE NOT DOING ANYTHING, WE'RE SITTING ON OUR HANDS.
BUT THERE'S A LOT TO IT, AS YOU JUST SAW IN THIS, IN JEFF'S BRIEF 30 MINUTE PRESENTATION.
BUT THE AREAS WHERE YOU DO HAVE FULL CONTROL OF, WE'RE DOING A LOT OF INTENTIONAL DELIBERATE THINGS.
AS YOU CAN SEE, THE MAINTENANCE OF OUR STREETS HAS GONE UP 10 HOLE POINTS, RIGHT? IN THE LAST FIVE YEARS BY THE ALMOST 200, 250%, 300% INCREASE IN MAINTENANCE FUNDING THAT WE'VE BEEN ALLOCATING OUR BUDGETS.
THAT'S BEEN VERY INTENTIONAL IN OUR STRATEGY TO DO THAT.
AND THERE'S A LOT OF OTHER THINGS, AGAIN, THE, THE ROUNDABOUT THAT WE'RE WORKING ON THE ADLER BOND PROJECTS, THERE'S A LOT THAT WE ARE ABLE TO DO.

UH, YOU GUYS KNOW THAT OVER THE LAST TWO YEARS, SHARON HAS SHOWN A GREAT AMOUNT OF PASSION FOR, FOR PRESERVING THE UNIQUENESS OF BERNIE, OUR, OUR NATURAL CHARACTERISTICS, OUR, OUR, OUR UNIQUE COMMUNITY CHARM, UH, PROTECTING OUR WATER RESOURCES, THE TREES.
AND THEN AS WE GROW THAT WE DO SO THOUGHTFULLY AND RESPONSIBLY, WHICH EVERY ONE OF YOU SHARES THAT SAME VISION.
SHE'S, SHE'S, UH, BEEN VERY FULLY INVESTED IN, IN THAT AREA.
UH, I WILL TELL YOU THE, THE THING THAT I'VE OBSERVED OVER THE LAST TWO YEARS, OF COURSE YOU AND I HAVE BEEN SITTING NEXT TO EACH OTHER FOR THE LAST TWO YEARS AT THESE MEETINGS, IS, UH, HER, HER EXPERIENCE AS A VETERAN AND A NURSE HAS ACTUALLY SHOWN THROUGH IN THE WAY SHE COMMENTS HERE AT THE DIOCESE, ASK QUESTIONS AT THE DIOCESE, THE WAY SHE, UM, UH, HER DEEP SENSE OF COMPASSION AND SERVICE IS ALL KIND OF ANCHORED AND FOUND FOUNDATIONAL TO, TO THOSE LIFE EXPERIENCES.
AND, AND WE'VE ALL SEEN THAT BOTH HERE IN THE PUBLIC MEETINGS, IN OUR, IN OUR EXECUTIVE SESSIONS, UH, THE WAY SHE ADVOCATES FOR HER CONSTITUENTS.
UM, YOU GUYS ALL KNOW THAT BEING A INVOLVED AT, AT, AT IN PUBLIC LIFE, AT THE CITY COUNCIL LEVEL REQUIRES A LOT OF, UH, HOURS AT NIGHT, REVIEWING AGENDAS, UM, ANSWERING EMAILS, ANSWERING PHONE CALLS, ATTENDING OTHER MEETINGS, COMMUNITY MEETINGS, UM, AND, AND EACH OF Y'ALL DO THAT.
WELL, SHARON DOES THAT, UH, AND HAS DONE THAT MANY TIMES AFTER A LONG DAY IN SAN ANTONIO DOING HER NURSING JOB.
AND SO I WANNA THANK HER FOR HER CONVICTION, UH, TO REPRESENTING THE CONSTITUENTS OF DISTRICT TWO.

UM, THAT'S BEEN EVIDENT EVERY OTHER TUESDAY WE WENT UP HERE THROUGH YOUR CONVERSATIONS AND ALL THE EMAILS THAT WE SHARED BACK AND FORTH ABOUT CONSTITUENTS AND WHAT'S GOING ON IN OUR COMMUNITY, UM, WHICH MORE, MORE RESIDENTS IN OUR COMMUNITY HAD YOUR PASSION AND, AND, AND LOVE OF BERNIE.
UM, AND SO JUST LOOKING FORWARD TO CONTINUING SERVING WITH YOU IN THE FUTURE AT WHATEVER LEVEL.
