I AM WITH THE PLANNING DEPARTMENT.

THIS PRESENTATION COVERS THREE SEPARATE AGENDA ITEMS, ONE FOR EACH PROPOSED SIGN AT 1 0 1 SOUTH MAIN STREET, SUITE C.

UM, HOWEVER, WE'RE GOING TO PRESENT THEM TOGETHER IN ONE SINGLE PRESENTATION FOR CLARITY AND EFFICIENCY.

SINCE ALL THREE SIGNS ARE PART OF ONE COHESIVE SIGN PACKAGE FOR THE NEW BUSINESS, MINES MEET MARKET.

THE APPLICANT IS MASON MINES AND THE PROPERTY IS LOCATED WITHIN THE HISTORIC DISTRICT AND IN THE C3 COMMUNITY COMMERCIAL ZONING DISTRICT.

I WANT TO BRIEFLY, UH, WALK YOU THROUGH THE PROCESS, ESPECIALLY SINCE THIS SITUATION IS A LITTLE BIT UNIQUE.

TYPICALLY, THE HISTORIC LANDMARK COMMISSION REVIEW SIGNED SOLELY FOR DESIGN, APPROPRIATENESS AND CONSISTENCY WITH THE HISTORIC DISTRICT GUIDELINES AND THE UDC.

HOWEVER, IN THIS CASE, THE SIGNED PACKAGE INCLUDES REQUESTS THAT EXCEED THE ALLOWABLE SIGN AREA AND PROJECTION LIMITS UNDER THE UDC.

SO WHILE TODAY'S ACTION IS TO DETERMINE WHETHER THE PROPOSED SIGNS ARE APPROPRIATE FOR THE HISTORIC DISTRICT, UM, THEY, THE APPLICANT IS ALSO SEEKING, UM, AN HLC RECOMMENDATION FOR APPROVAL TO BE FORWARDED TO THE DESIGN REVIEW COMMITTEE.

AND THEN, UM, GOING TO THE LAST SQUARE, THE DRC WILL EVALUATE WHETHER GRANTING THE REQUESTED SIGN VARIANCES FOR THE TOTAL AREA AND PROJECTION, UM, IS APPROPRIATE AND MEETS THEIR CRITERIA.

THE SIGN PACKAGE CONSISTS OF THREE COMPONENTS, A HANGING SIGN, AN ATTACHED CANOPY SIGN, AND A WALL SIGN.

NOW THIS LOCATION MAY LOOK A LITTLE BIT FAMILIAR BECAUSE THE APPLICANT RECENTLY CAME BEFORE THE HISTORIC LANDMARK COMMISSION LAST MONTH TO REQUEST A CERTIFICATE OF APPROPRIATENESS FOR A SMALL FACADE CHANGE.

THE STRUCTURES LOCATED AT THE CORNER OF MAIN STREET AND EAST SAN ANTONIO.

IT WAS ORIGINALLY BUILT IN 1967 AS A DRUG STORE AND IS CONSIDERED A NON-CONTRIBUTING STRUCTURE IN THE HISTORIC DISTRICT.

IT FEATURES A HILL COUNTRY COMMERCIAL ARCHITECTURAL STYLE WITH A STUCCO AND MASONRY FACADE, A WRAPAROUND PORCH, AND A DECORATIVE AND DECORATIVE METAL STARS ON THE TENANT CANOPIES.

ALL PROPOSED SIGNS WILL BE LOCATED ON THE EAST SAN ANTONIO SIDE, WHICH IS PICTURED ABOVE HERE.

AND, UM, THE EXISTING SIGNAGE ON THE BUILDING CURRENTLY INCLUDES NON ILLUMINATED BLACK AND WHITE SCIENCE WITH THE SAN SARAH FONT, UH, CONSISTENT WITH THE APPLICANT'S PROPOSED DESIGN.

SO NOW WE'LL GO, UM, INTO THE SIGNED DETAILS FOR EACH OF THE THREE INDIVIDUAL SIGNS.

THE FIRST ONE IS THE HANGING SIGN.

IT'S MOUNTED UNDER THE CANOP, THE EXISTING CANOPY.

IT'S A WOODEN BRACKET PLAQUE STYLE SIGN, FEATURING THE BUSINESS LOGO

AND TEXT AND MEASURES TWO FEET SIX INCHES TALL BY FOUR FEET WIDE, TOTALING 10 SQUARE FEET.

THE SIGN USES A CLEAN BLACK SANDSARA FONT AND IS NON ILLUMINATED.

IT MAINTAINS A PEDESTRIAN CLEARANCE OF SEVEN AND A HALF FEET.

A VARIANCE IS REQUIRED BECAUSE THE SIGN PROJECTS FOUR FEET FROM THE WALL OF THE BUILDING, UM, INTO THE CANOPY.

AND WHILE THE UDC ALLOWS A MAXIMUM PROJECTION OF 60% OF THE CANOPY WIDTH IN THIS CASE, IT WOULD'VE BEEN, IT WOULD BE, UM, 60% IS THREE FEET AND THEY'RE PROPOSING FOUR FEET.

THE SECOND PROPOSED SIGN IS AN ATTACHED CANOPY SIGN.

IT IS ALSO A WOODEN BRACKET PLAQUE STYLE SIGN DESIGNED WITH A CURVED REC RECTANGULAR SHAPE THAT COMPLIMENTS THE ARCHITECTURE OF THE CANOPY.

THE SIGN MEASURES TWO FEET IN HEIGHT BY 12 FEET IN WIDTH, TOTALING 24 SQUARE FEET.

IT FEATURES A NON ILLUMINATED BLACK SANDSARA FONT AND MAINTAINS AN 11 FOOT PEDESTRIAN CLEARANCE.

THIS SIGN DOES NOT REQUIRE A PROJECTION VARIANCE, BUT IT DOES CONTRIBUTE TO THE OVERALL SIGN AREA TOTAL, WHICH EXCEEDS THE UD C'S MAXIMUM FOR TENANT SPACES.

THE THIRD SIGN IS A WALL-MOUNTED WOODEN SIGN WITH LOGO AND TEXT.

IT MEASURES FOUR FEET BY 12 FEET, TOTALING 48 SQUARE FEET.

LIKE THE OTHERS, IT'S NON ILLUMINATED AND IT ALSO FEATURES A BLACK SANDSARA FONT.

ALTOGETHER, THE THREE PROPOSED SIGNS TOTAL 82 SQUARE FEET OF SIGNAGE FOR THIS TENANT SPACE.

10 SQUARE FEET FOR THE HANGING SIGN, 24 SQUARE FEET FOR THE TOUCH CANOPY SIGN AND 48 SQUARE FEET FOR THE WALL SIGN.

UNDER THE UDC, THE TOTAL ALLOWABLE SIGN AREA FOR A TENANT SPACE WITH 50 FEET OR LESS OF FRONTAGE IS 25 SQUARE FEET.

BECAUSE THIS PROPOSAL SIGNIFICANTLY EXCEEDS THE LIMIT, THE APPLICANT WILL BE REQUESTING A VARIANCE TO ALLOW A TOTAL OF 82 SQUARE FEET OF SIGNAGE.

IN ADDITION, A SECOND VARIANCE IS REQUIRED FOR THE PROJECTION OF THE HANGING SIGN, WHICH EXTENDS FOUR FEET, UM, FROM THE FIVE FOOT DEEP CANOPY, WHILE THE UDC LIMITS PROJECTION TO 60%, WHICH I SAID WAS THREE FEET EARLIER.

UM, AGAIN, TONIGHT'S FOCUS IS ON WHETHER THESE SIGNS ARE APPROPRIATE IN DESIGN AND COMPATIBLE WITH THE HISTORIC DISTRICT GUIDELINES.

IF APPROVED, THE APPLICANT WILL STILL NEED TO GO BEFORE THE DESIGN REVIEW COMMITTEE, WHICH WILL DECIDE WHETHER OR NOT TO GRANT THE REQUESTED VARIANCES.

ALL THREE SIGNS MEET THE HISTORIC DISTRICT GUIDELINES IN TERMS OF MATERIAL SCALE AND DESIGN.

HOWEVER, THEY DO EXCEED UDC LIMITS ON SIGN AREA AND PROJECTION.

DESPITE THIS, THE SIGNS ARE APPROPRIATE FOR THE BUILDING'S DESIGN AND CONTEXT WITHIN THE DISTRICT.

AS A REMINDER, ALL SIGNS IN THE HISTORIC DISTRICT MUST FIRST BE REVIEWED BY HIS, THE HISTORIC LANDMARK COMMISSION FOR COMPLIANCE WITH THE DISTRICT GUIDELINES, DESIGN GUIDELINES AND THE UDC.

IF THE COMMISSION APPROVES AND APPROVES THE CERTIFICATE OF APPROPRIATENESS, THEN THE APPLICANT WILL THEN MOVE ON TO THE DESIGN REVIEW COMMITTEE, WHICH HAS THE AUTHORITY TO GRANT OR DENY THE RISK REQUESTED SIGN VARIANCES BASED ON THEIR CRITERIA FOR APPROPRIATENESS.

THIS TWO STEP PROCESS ENSURES THAT SCIENCE MEET BOTH THE DESIGN INTENT OF THE HISTORIC DISTRICT AND THE TECHNICAL STANDARDS OF THE UDC.

UM, BASED ON ALIGNMENT WITH A COMPREHENSIVE MASTER PLAN, THE UDC CHAPTER NINE AND THE INTENT OF THE HISTORIC DISTRICT DESIGN GUIDELINES, STAFF RECOMMENDS THAT THE HISTORIC LANDMARK COMMISSION APPROVE A CERTIFICATE OF APPROPRIATENESS FOR ALL THREE SIGNS AND RECOMMEND APPROVAL FOR BOTH SIGN VARIANCES TO BE CONSIDERED BY THE DESIGN REVIEW COMMITTEE.

EACH ONE OF THESE IS EXCEEDING 60% OF THE OVERHANG.
