AND AT THAT TIME, UH, WE SET, WE SET AN AGREEMENT, UH, FOR THE SCOPE AS WE KNEW IT AT THAT TIME. UM, SINCE THEN, WE HAD SEVERAL, UH, SEVERAL MEMBERS OF COUNCIL, BOTH MAYOR PRO TEM WILLISON, AND, UH, DR. MACK. WERE A PART OF THOSE, UH, EARLY MEETINGS. WE HAD THE ECOSURE AND DESIGN. IT'S WHERE WE REALLY TALKED ABOUT, UH, THE IMPORTANCE THAT WE WERE PUTTING ON OUR DISCUSSION ABOUT RAINWATER CAPTURE. UM, HV CON CONDESCEND RECAPTURE, UH, DISCUSSION ABOUT SOLAR DISCUSSION ABOUT DRAINAGE AND HOW WE WERE GONNA TREAT THAT SITE, WHICH CHANGED SOME THINGS ON THE DESIGN. UH, THEN WE MOVED INTO SCHEMATIC DESIGN, WHERE WE STARTED TO PROGRAM. WE TALKED ABOUT WHAT SPACES WE NEEDED AND HOW LARGE THOSE SPACES NEEDED TO BE, UH, WHAT THINGS WE WANTED TO SEE. SO WE HAD BOTH FROM THE FIRE SIDE OF SAYING, THESE ARE SPACES WE NEED TO BE FUNCTIONAL. UH, WE ALSO HAD COUNCIL AND STAFF ON THAT SIDE. WE TALKED ABOUT FROM, FROM EARLY ON, THE THINGS THAT WE WANTED TO MAKE SURE WE WANTED TO DO AS AN EXTENSION TO THE COMMUNITY, THE LIBRARY SPACE, DISPLAY SPACE, COMMUNITY SPACE THAT WE WANTED TO MAKE SURE THAT WE, UM, HAD IN THAT DESIGN. UM, THEN WE MOVED TO ACTUALLY PUTTING THAT INTO, UM, UH, DESIGN THAT WENT TO PLANNING. AND, UH, THE PLANNING DEPARTMENT HAD SOME, HAD SOME THINGS THAT GO TO PLANNING AND ZONING. AND THEN WE DID THE EXTERIOR REVIEW AND HAD A CONCEPTUAL COST ESTIMATE. THE LAST TIME WHEN WE TALKED TO YOU, THAT'S WHERE WE WERE, RIGHT? SO WE, WE HAD THE, UH, EXTERIOR, EXTERIOR DESIGN DONE. WE HAD A CONCEPTUAL, UH, COST ESTIMATE THAT WE HAD TO YOU AT THAT ONE TIME AS, UH, 21.9 MILLION WAS THAT ESTIMATE, TOTAL PROJECT ESTIMATE. UM, WHAT WE'LL HAVE TODAY, EVERYTHING THAT WE'RE TALKING ABOUT TODAY IS REALLY ABOUT DESIGN AND ENGINEERING COST. UH, WE DO HAVE AN UPDATED OPC, WHICH I'LL TALK ABOUT HERE IN JUST A SECOND, WHICH IS, UH, OPINION OF PROBABLE COST FOR CONSTRUCTION. UH, THAT'S A DIFFERENT, WE'RE NOT APPROVING THAT CONTRACT TODAY. WE'LL JUST KIND OF LET YOU KNOW WHERE WE'RE AT WITH THE UPDATE IT. UH, BUT WHAT WE'RE TALKING ABOUT TODAY IS THE, UM, CHANGE IN SCOPE IN THE PROJECT FOR ENGINEERING [00:05:01] AND DESIGN. UM, AND WALTER WILL GO THROUGH HOW SOME OF THOSE THINGS, UM, CHANGE IT OVER TIME. SO THIS IS OUR UPDATED OPC. AS YOU CAN SEE, NOT A LOT OF DIFFERENCE. IT DID COME UP A LITTLE BIT. UH, THE BUILDING ITSELF, THE ACTUAL, UH, BUILDING, UH, FACILITY, ABOUT 15 SEVEN, UH, SITE COSTS, ABOUT THREE FIVE, UH, AND CONTINGENCIES. UH, 1.6, WHICH IS A PERCENTAGE. AND THEN ADDITIONAL ROAD WORK. I REALLY WANTED TO KIND OF POINT OUT TWO OF THESE, THE ADDITIONAL ROAD WORK PORTION OF THAT. AND THEN THE BUILDING COST. SO WHEN WE, WHEN WE HAD THE ORIGINAL AGREEMENT, UM, SCOPE OF, SCOPE OF WORK THAT WE BROUGHT TO YOU, THAT WAS FOR AN APPROXIMATELY 15,000 SQUARE FOOT BUILDING AND A THREE ACRE SITE. UM, SINCE THEN AND GOING THROUGH THIS PROCESS, THE BUILDING IS ABOUT A 2220, BETWEEN 22 AND 23,000 SQUARE FEET AND A SIX ACRE SITE. SO, AS WE STARTED TALKING ABOUT HOW WE WANTED TO DEAL WITH DRAINAGE, HOW WE HAD TO SET THIS THING ON THIS SITE, UM, A LOT OF THOSE THINGS CAME INTO, UH, CAME TO LEAD TO WHERE WE ARE TODAY. THE SECOND IS THE ROAD WORK. SO, UM, IF YOU'RE, WE'VE TALKED ABOUT THE SITE AND WE'RE FAMILIAR WITH THE SITE. IF YOU, IF YOU LOOK AT THE TOPOGRAPHY OF THE SITE, UH, WE WEREN'T ANTICIPATING ALL THE ROAD WORK THAT WAS GONNA HAVE TO BE DONE FOR US TO BE ABLE TO SWEEP FIRE TRUCKS IN AND OUTTA THAT SITE, UM, BECAUSE OF THE, THE STEEP GRADE. ALL OF THAT WAS NOT INCLUDED AT ALL IN THE, IN THE ORIGINAL SCOPE OF SERVICES. SO THAT'S A, A BIG PORTION OF THIS. UM, ANY QUESTIONS BEFORE I TURN IT OVER, WALTER? HE'LL GO THROUGH DETAILS. ANY QUESTIONS ABOUT THE OPC, UH, OPINION OF PROBABLE COST? ALRIGHT, CHIEF BALL, GOOD EVENING, MAYOR PROAM, CANADIAN COUNCIL. SO, AS, AS DANNY WAS SAYING, WE, WE CAME UP TO SOME PIVOT POINTS. SO ONE OF THOSE BEING THE SITE TOPOGRAPHY, UH, THAT WAS GONNA INITIALLY REQUIRE A PARTIAL BELOW GRADE CONSTRUCTION, UH, WHICH WAS GONNA LEAD TO QUITE A BIT OF EXCAVATION CHALLENGES, UM, FOR THAT, FOR THAT PROCESS. IN THAT PROCESS, THE DEVELOPER DID DE US SOME ADDITIONAL LAND, WHICH WAS THE THREE TO SIX ACRES THAT TOOK PLACE. AND THAT ALLOWED US TO TAKE THAT BUILDING AND RELOCATE IT TO A FLATTER PORTION OF THE PROPERTY CLOSER TO ESPERANZA BOULEVARD. THAT RESULTED IN A FULLY AT GRADE SINGLE STORY FACILITY. THIS ADDITION ESSENTIALLY IMPROVED OPERATIONAL FLOW. UH, AS WE WENT THROUGH THE STATION, IT EXPANDED OUR FOOTPRINT TO ACCOMMODATE FOR THE PROGRAM NEEDS AND FUTURE-PROOFING IT. THE TRAINING COMPONENT WAS ABLE TO BE ADDED ABOVE THE DECONTAMINATION AREA, UH, WHICH UTILIZED AN UNUSED SPACE, AND ADDITIONALLY SOME ROOFING SPACING. UH, TO, TO ADD TO THAT TRAINING ELEMENT. THE BUILDING RELOCATED. UH, ALSO BY RELOCATING IT, IT ALIGNED WITH THE NEARBY INTERSECTION OF LAJITAS, WHICH GAVE A CLEANER AND SAFER, UH, TRAFFIC FLOW IN AND OUT OF THE STATION, UH, WITH A DEDICATED TURN LANE, UM, COMING FROM HIGHWAY 46 AND A DEDICATED DECELERATION AND TURN LANE COMING FROM, UH, HER ELEMENTARY. THIS ROADWAY DESIGN, LIKE DANNY MENTIONED, WAS NOT ORIGINALLY INCLUDED IN THE ORIGINAL, UH, ARCHITECTURAL SCOPE. THIS IS A, A CURRENT, UH, MAPPING OF TWO OF THOSE, OF THOSE ASPECTS THAT, THAT WE SPOKE OF. SO THE, THE GREEN, UH, HIGHLIGHTED AREA IS GONNA BE THE WATER MANAGEMENT THAT HAD TO BE CONSIDERED WITH THE ADDITIONAL DEEDED PROPERTY AND THE, THE WORK TO THE, TO THE SITE THAT WAS GONNA TAKE PLACE. AND THEN THE BLUE SHADED AREA IS GONNA BE THAT TURN LANE COMING FROM HIGHWAY 46. AND THEN THE, UH, ALIGNING OF, UH, WITH LAJITAS AND THE DECELERATION LANE AND THE TURN LANE COMING INTO THE RIGHT, UH, COMING INTO THAT MAIN DRIVEWAY. UM, BELOW THE STATION, JUST TO GIVE YOU A 360 OVERVIEW OF, OF THE STATION AS THE, THE CURRENT SITS. THIS IS COMING FROM, UH, THE LAJITAS INTERSECTION COMING AROUND THE STATION. THIS WILL BE COMING DOWN THAT, THAT DRIVEWAY THAT, UH, THAT WAS SHOWN, UH, WHERE THE BLUE, UH, TURN LANE WOULD COME INTO COMING AROUND TOWARDS THE KITCHEN AREA. AND THEN BACK TO OUR TRAINING, UH, WORKOUT FACILITY. SO THIS ALLOWS US NOW TO HAVE, UM, AERIAL APPARATUS OR OUR PUMPER APPARATUS TO, TO FACILITATE OUR TRAINING RIGHT THERE WITH OUR WORKSHOP. UM, THAT ROOF AND THEN THE ROOF THAT YOU SEE WHERE THE, THE FIREFIGHTERS ARE AT, THOSE WILL BOTH BE TRAINABLE, USABLE SPACES THAT WEREN'T USABLE PRIOR, AND THEN LEADS US INTO THE BAYS. AND THAT SECOND FLOOR THERE, UH, WOULD BE THE TRAINING ELEMENT THAT'S ABOVE THE DECONTAMINATION AREA AND NOTATED THAT GIVES US SOME DIFFERENT WINDOWS AND, AND FEATURES THAT WE HAVE ON SOME CURRENT AND, AND PREVIOUS CONSTRUCTION IN THE AREA. SO OUR NEXT STEPS TODAY WOULD BE TO, TO THE, THE REQUEST TO AMEND, THE, AMEND THE CONTRACT WITH, WITH FER WEER INCORPORATING OPERATIONAL ENHANCEMENTS AND TRAINING SPACES, UH, EXPANDING OUR CIVIL ENGINEERING SCOPE TO INCLUDE ROADWAY DESIGN. UM, ULTIMATELY OFFERING A SAFER ACCESS AND IMPROVED LONG-TERM FUNCTIONALITY. OUR PLANS REVIEWED WOULD CONTINUE AND [00:10:01] BE ONGOING. UH, WE, WE GO, WE ANTICIPATE TO GO OUT FOR BIDS IN LATE SUMMER WITH CONSTRUCTION STARTING LATE FALL. THE CURRENT AMENDED COST BREAKDOWN, $655,000 FOR PROJECT, UH, INCREASED BUILDING AND SITE $32,500 FOR TECHNOLOGY, AV, AND SECURITY, AND $160,000 FOR ESPERANZA BOULEVARD TOTALING THE, THE REQUESTED $847,500. I KNOW THAT, BUT I MEAN, THIS SPECIFIC ISSUE. N NO, AND THAT'S, THAT'S WHY YOU'RE JUST NOW GETTING THE FINAL COST. SO WE, WE TALKED ABOUT IT LAST TIME THAT THIS WAS COMING. WE KNEW THAT SCOPE WAS COMING. SO WE TALKED ABOUT, UH, THE TOPOGRAPHY WAS CAUSING US TO HAVE CHANGES. WE TALKED ABOUT THE ROAD WORK THAT WAS GONNA HAVE TO BE DONE. WE TALKED ABOUT THE INCREASE IN THE SIZE OF THE BUILDING. UH, BUT WE DIDN'T WANT TO COME BACK IN SMALL CHUNKS. WE DIDN'T WANT TO COME BACK AND, AND, BUT WE DIDN'T HAVE ALL THE ANSWERS THEN. AND HOW MUCH OF THE, UH, THE COST OF THE REWORKING OF THE BOULEVARD'S GONNA COME BACK TO US? I KEPT TRYING TO REMEMBER YOU SHOWED THAT. I THINK IT'S, I THINK, UH, THE OBC IS 1.6. 1.6. OKAY. YEP. BUT I THINK YOU DID A GREAT JOB EXPLAINING THE HISTORY OF HOW WE GOT HERE FROM NOT TOO LONG AGO, UM, WHERE WE ALL APPROVED AND I THOUGHT WAS, YOU KNOW, A GREAT FIRE STATION, WHICH IS OVERDUE. AND MOST OF THE COMMUNITIES TALKED VERY POSITIVELY ABOUT IT. SO THEY'RE ANXIOUS TO MOVE IT FORWARD. I'M GLAD TO HEAR THAT. UM, THIS WILL HELP THAT TIMELINE. UM, BUT JUST TO MAKE SURE WE'RE ALL ON THE SAME PAGE, UH, NEW LAND BECAME AVAILABLE. CORRECT. AND THAT'S HOW THIS GOT REDESIGNED AND MOVED. THE, THE ORIGINAL SITE WAS THREE ACRES, RIGHT. THAT THEY HAD AGREED TO GIVE US. UM, AS WE STARTED TO HAVE THE CONVERSATION, UH, ABOUT WHAT THE SITE WAS GONNA BE NEEDED AND HOW WE WERE GONNA HAVE TO SITUATE IT, WE, WE SAW THAT WE WERE GONNA NEED MORE TO DO WHAT WE NEEDED TO DO WITH DRAINAGE. SO WE APPROACHED ESPANZA, THEY DONATED THAT THREE ACRES, THAT ADDITIONAL THREE ACRES TO GIVE US THE FULL SIX ACRES SITE. UM, BUT YES, THAT NEW LAND WAS, THAT'S ONE OF THEM ANTICIPATED. AND THAT'S WHAT PRECIPITATED THIS REDESIGN. AND BECAUSE WE ALREADY HAD THE COST OF THE ROAD AND THE GRADING AND CONCERNS TO THE FIRE TRUCKS ON THE INITIAL CONVERSATION THAT WE TALKED ABOUT, RIGHT? NO, SIR. NO, SIR. WE DID NOT TALK ABOUT THAT. WE DID NOT HAVE, SO LAST TIME WE MET, WE DID, I HAD HAD THIS CONVERSATION EARLIER. SO LAST TIME WE MET, WE DID. BUT IT WASN'T A PART OF THE SCOPE TO DESIGN THAT. CORRECT. SO THE CIVIL WORK THAT WAS NEEDED TO DO THE ROAD WORK, WE HAD, WE HAD IDENTIFIED THAT IT WAS GONNA BE NEEDED, BUT WE HAD NOT APPROVED THAT SCOPE, UH, BEING PAID FOR. WE UNQUANTIFIED IT, WE KNEW IT WAS THERE, WE HADN'T IFIED IT. CORRECT. BUT THEN WITH THE NEW LAND BECOMING DEEDED TO US IN THE REDESIGN, NOW WE CAN QUANTIFY IT. AND THAT'S WHERE THIS COST COMES FROM, WHICH IS THE BULK OF THE COST. YES, SIR. RIGHT. BECAUSE THE DESIGN OF THE BUILDING, FOR THE MOST PART, SQUARE FOOT IS THE SAME. RIGHT. SO FOR THE MOST PART. UH, BUT IT IS A FULL SIZED STATION BE TO BE FULLY, UH, AND UNTIL THAT FULL HEADCOUNT IS OCCUPYING THAT SPACE, THERE'S AN OPPORTUNITY TO USE THE OPEN SPACE IN THE COMMUNITY FOR A MEETING GATHERING PLACE, THINGS LIKE THAT. UM, LATER IN THE 2018 COMPREHENSIVE MASTER PLAN, IT SPECIFICALLY LISTED, HEY, GO GET COSTA ESTIMATES AND BUILD THESE PARTICULAR SIDEWALK PROJECTS. AND IT LISTED, UM, WEST SAN ANTONIO AVENUE TO LATIMORE. SO WE'VE DONE THAT, UH, ROSEWOOD AVENUE TO DOWNTOWN BURNIE. WE'VE DONE THAT, UH, NORTH, RIGHT AWAY OF RIVER ROAD. WE HAVE NOT DONE THAT. WE'VE HAD LOTS OF CONVERSATIONS WITH TXDOT, AND WE'RE WORKING THROUGH THAT EAST BANDERA ROAD. WE'VE COMPLETED THAT ONE SCHWEPPE STREET THAT HAS BEEN DESIGNED, AND THAT'S GONNA BE IN OUR MPO PROJECT NEXT YEAR. SO WE GO TO CONSTRUCTION HERF ROAD TO OLD SAN ANTONIO ROAD. SO THIS IS EXAMPLE HERE ON PLANT STREET, UM, WHERE THE SIDEWALK DEAD ENDED IF YOU'RE TRYING TO GO NORTH ON PLANT TOWARDS BLANCO. UM, THIS IS SOMETHING THAT WE WENT THROUGH OUR CRITERIA OF MATRIX. UH, WE HAD PLENTY OF RIGHT AWAY AT THIS LOCATION, AND WE WERE ABLE TO EXTEND THIS [00:25:01] WITHOUT HAVING TO ACQUIRE ANY RIGHT AWAY. SO IN THE 2022 PROJECT, WE EXTENDED RIGHT AWAY ACROSS SEVERAL PROPERTIES UP TO BLANCO ROAD, ANOTHER ONE ON BENTWOOD IN 2023. THIS IS ONE THAT I THOUGHT WAS REALLY NEAT. UM, AS YOU CAN SEE ON THE LEFT, THERE'S AN EXISTING DRAINAGE CULVERT. THE SIDEWALK STARTED AND STOPPED BEFORE THE CULVERT. UM, THERE WAS ACTUALLY, AT THE TIME, THERE WAS A BURNING HIGH SCHOOL STUDENT THAT USED AN ELECTRIC SCOOTER TO GET TO AND FROM SCHOOL, WHEELCHAIR, SCOOTER. AND HE HAD TO GET OUT INTO THE ROADWAY EVERY DAY AND THEN BACK OUT AT THIS LOCATION. UM, AND SO THIS WAS ONE THAT WE CAME THROUGH WITH A CITY PROJECT. WE LENGTHENED THAT CULVERT AND EXTENDED THE SIDEWALK TO KEEP PEOPLE ON THE SIDEWALK AND NOT HAVING TO GET ONTO THE PAVEMENT ON THE ROAD. UH, AS WELL DOWN IN SOUNDERS AND KIND OF THE DOWNTOWN CORE, THERE'S SEVERAL PLACES THAT WE JUST HAVE LITTLE BITTY GAPS IN SIDEWALK LIKE THIS. ON SAUNDERS WHERE THE SIDEWALK ENDED, IT WAS MAYBE 40 FEET THAT WE HAD TO EXTEND SIDEWALK TO THE CURB AND BUILD A CURB RAMP. UM, THERE'S MANY LOCATIONS THAT WE CONTINUE TO DO IN THE DOWNTOWN CORE. HOW DO WE BUILD ALL THESE SIDEWALKS? UH, SEVERAL DIFFERENT WAYS. UH, STREET DEPARTMENT OPERATION BUDGET, UM, JUST IN OUR NORMAL OPERATION BUDGET, WE CAN, NORMALLY, IT'S MORE OF A MAINTENANCE CRITERIA, BUT THERE'S NORMALLY 400, 500 FEET OF SIDEWALK WE MAINTAIN A YEAR, UM, TEARING OUT BAD SIDEWALK, REPAIRING IT. THAT'S SOMETIMES OUR OLDER NEIGHBORHOODS, ACTUALLY SOMETIMES IN OUR NEWER NEIGHBORHOODS AS WELL. UM, ALSO, SEVERAL YEARS AGO WE STARTED ADDING A STREET DEPARTMENT INFILL CONTRACTOR PROJECT. AND WE'VE DONE THAT SEVERAL YEARS IN A ROW. ACTUALLY, IT'S GONNA HAPPEN VERY SOON. WE TYPICALLY DO IT AT SUMMERTIME, TRYING TO MINIMIZE, UH, DISTURBANCES. AND WE'VE REALLY BEEN CONCENTRATING ON THE URBAN, THE CITY CORE, BUT ALSO AS WELL AS PLANT STREET AND BLANCO THE LAST HANDFUL OF YEARS. AND THAT CONTRACTOR HAS YEAR AFTER YEAR DONE MANY PROJECTS LIKE I JUST SHOWED YOU ON SAUNDERS, AS WELL AS WE HAVE PROJECTS IDENTIFIED IN OUR CAPITAL IMPROVEMENT PLAN PROJECTS. UM, SOME OF THESE PROJECTS, AGAIN, TAKE MULTIPLE YEARS OF, OF US STUDYING, DECIDING IS THIS A FEASIBLE PROJECT? LOOKING THROUGH IS THIS, SOME OF OUR ROADS ARE TDOT. UM, FOR EXAMPLE, THE, UH, KALANI YOGURT STAIRS THAT WE'RE REPLACING. THAT'S PROBABLY A YEAR WORTH OF CONVERSATIONS WITH TXDOT, UM, TO GET TO THE POINT THAT WE'RE GETTING, UH, MOVING FORWARD WITH THAT PROJECT. AS WELL AS, ONE OF THE THINGS I WANTED TO TALK THROUGH IS STATE AND FEDERAL FUNDING OPTIONS. AS, AS I MENTIONED, WE WERE ABLE TO GET A $2.7 MILLION GRANT, UH, TO BUILD, UH, SIDEWALKS FOR KIND OF A CITYWIDE SIDEWALK PROJECT. THE THING KNOWS THAT GRANT WAS, UH, 80 20, SO WE SPEND A HUNDRED PERCENT AND WE'LL GET 80 BACK, BUT THAT'S JUST HARD CONSTRUCTION COSTS. SO ANY DESIGN COSTS AREN'T REIMBURSED ANY RIGHT OF WAY. COSTS AREN'T REIMBURSED ANY UTILITY, RELOCATION COSTS AREN'T REIMBURSED. UM, SO THOSE COSTS CAN ADD UP QUITE A BIT IF WE'RE NOT FINDING THE RIGHT FEASIBLE PROJECTS, UM, THAT CAN MAKE THESE SIDEWALKS MUCH MORE EXPENSIVE TO BUILD IN GENERAL. HERE'S A CITYWIDE SIDEWALK MAP. SO WE HAVE HOAC FROM SCHOOL STREET ALL THE WAY TO MAIN STREET, ACROSS MAIN STREET, OVER TO SCHWEPPE. WE HAVE A LITTLE GAPS IN SIDEWALK ON TYSON. UM, WE HAVE OLD SAN ANTONIO AND HERF DOWN NEAR THE INTERSECTION. WE HAVE A PORTION OF CITY PARK ROAD FROM HIGHWAY 46 DOWN TO CHARGER BOULEVARD, AS WELL AS SIDEWALK THROUGH THE BACK OF BENTWOOD. AND IT'S TOUGH TO SEE HERE, BUT THE NUMBER NINE EXTENSION, WE ARE EXTENDING THE NUMBER NINE, UM, FROM GARDEN STREET UP TO ADVO. AND AS WELL AS THERE'S A LITTLE TRAIL CONNECTOR ON GARDEN STREET THAT'LL CONNECT SIDEWALK FROM KIT KAT, UH, DOWN TO NUMBER NINE AS WELL. SO ALL THOSE WERE INCLUDED IN OUR MPO PROJECT FUTURE PROJECTS THAT WE IDENTIFIED AND WE'RE GONNA BE SHOWING UP IN THE NEXT HANDFUL OF YEARS. UH, WE HAVE HIGHLAND AND WANDA [00:30:01] STREETS, UM, THAT WILL ALLOW PEOPLE TO MAYBE WALK TO HEB OR KIND OF TAKE THAT SQUARE AROUND ST. PETER'S, UH, HICKMAN AND FRY. SO AGAIN, THE ORANGE COLORS. NOW HICKMAN AND FRY WILL ALLOW ANOTHER LARGE AREA OF THAT PART OF TOWN TO CONNECT FROM MAIN STREET BACK TO THE SIDEWALK THAT WE'VE ALREADY BUILT AT FRY AND OAK PARK, AS WELL AS SEVERAL IDENTIFIED LOCATIONS IN THE DOWNTOWN CORE, UM, CHAPARRAL CREEK UP HERE IN THE UPPER RIGHT. THEREFORE THERE'S SEVERAL LITTLE GAPS IN THAT NEIGHBORHOOD. UM, AND SO WE'RE GONNA TRY TO FILL IN THE GAPS OF THAT PARTICULAR NEIGHBORHOOD. AND IN THE BOTTOM LEFT WE HAVE THE BLUFF FLU TRAIL, BLUFF VIEW, TRAIL EXTENSION. UH, SO THAT'S WHEN WE ACTUALLY GOT FUNDS FROM THAT DEVELOPER TO EXTEND A TRAIL UNDERNEATH I 10, UM, AND CONNECT TO THE SIDEWALKS THAT ARE THERE ON WEST SAN ANTONIO. AND THEN THE BLACK LINE BEHIND IT WAS THE YEAR PRIOR 2025 WAS A RATHER DRY YEAR. AND WE DO HAVE SOME SIGNIFICANT PEAKING. WE DID HAVE A BIG RAIN AND FLOOD EVENT IN, IN, UH, IN JULY OF LAST YEAR. UM, BUT, UH, THAT WAS SHORT-LIVED. UM, SO THE TOTALS, UM, ARE, ARE REALLY WHAT I LOOK AT IS, IS GBA. WE HAVE A SIGNIFICANT RELIANCE UPON 55%. UM, AND IT'S REALLY NICE TO SEE THE RECLAIM SYSTEM COMING UP TO 14.5%. UM, I THINK WE HAVE SOME UPGRADES GOING INTO PLACE THAT SHOULD HELP THAT LONG TERM WITH [00:35:01] SOME ADDITIONAL STORAGE. SO, UM, WHEN I LOOK AT WATER USAGE PATTERNS, THAT'S NOTABLE FOR ME. UM, IT HELPS ME UNDERSTAND HOW MUCH I HAVE TO HAVE CONTRACTED AND AVAILABLE TO THE CITY OF BURN. AND THEN YOU LOOK TO THE RIGHT 2025 WATER PRODUCTION. UM, AND THAT IS REPRESENTATIVE OF A, OF A, OF A DRY YEAR, 2024 BEING THE BLACK LINE. UH, JUST BEHIND THE SCENES, UH, OF THAT YEAR. AND SOME OF THE, I GUESS BETWEEN THESE TWO SLIDES, ONE OF THE NOTABLE SLOT THINGS I SEE IS IT'S A, WE'RE STARTING TO APPROACH ON AVERAGE OF FOUR MGDF PRODUCTION PER DAY. SO IN JUST FIVE YEARS YOU'LL SEE SOME INCREASED PRODUCTIVITY. UM, AND, UM, CONSERVATION HAS TO CONTINUE TO REMAIN, UH, A COMPONENT OF OUR WATER STRATEGY. SO WHEN WE GET WATER, WE, WE TRY TO BALANCE OUR DEMAND AND OUR SUPPLIES, OUR SERVICE POPULATION AS IT INCREASES. WE GOTTA MAKE SURE WE HAVE WATER THERE, BUT, UH, WE ALSO NEED TO CONSERVE AND LOOK AT OUR RESTRICTIONS WHEN THE WEATHER BECOMES EXTREME. AND, AND IN MOST CASES, I THINK LIVING ON THE EDGE OF A DESERT CONSERVATION HAS TO BE A COMPONENT THAT WE HAVE TO CONTINUE TO WORK THROUGH AND PROBABLY BE OUGHT TO BE A PART OF OUR, UH, PART OF OUR SYSTEM AT ALL TIMES. UM, AND THEN FROM A WATER QUALITY PERSPECTIVE, WE'RE TRYING TO MAKE SURE THAT WE, OF THE WATER, THAT WE DO GET, THAT IT'S HIGH QUALITY. SO IN SOME CASES WE, BECAUSE WE ARE USING SOME SURFACE WATER, WE DO HAVE SOME CHALLENGES THERE WITH DISINFECTION, UH, THAT WE MANAGE. AND BEING ABLE TO BE ABLE TO TAKE SOME OF THE GROUNDWATER AND MIX IT WITH SURFACE WATER HELPS US MEET THOSE REGULATIONS. UM, BUT IT'S CERTAINLY ON TOP OF MIND FOR US. AND OF COURSE OUR OPERATIONS. WE DO HAVE MAIN BREAKS, WATER LOSSES, UH, THAT WE HAVE TO ACCOUNT FOR. PUBLIC SAFETY, REALLY RICHES, FIRE, UM, AND THEN MAKING SURE WE'RE DELIVERING HIGH THE HIGHEST QUALITY WATER TO OUR RESIDENTS THAT WE CAN IS, IS EXTREMELY IMPORTANT. AND OF COURSE, UH, WORK AND PLAY AND GARDENING AND THOSE TYPE OF THINGS, UH, FOR OUR BALL FIELDS. AND IT, IT'S CERTAINLY A, A COMPONENT THAT WE WANNA MAKE SURE WE SUPPLY AND, AND HAVE IN PLACE. HOW MUCH SUPPLY DO YOU GET VERSUS HOW MUCH DO YOU, UH, CONSUME AND WHAT ARE YOUR LOSSES? AND SO AS YOU CAN SEE, UM, BERNIE'S SITTING THERE ROUGHLY AROUND 10 TO 11%, UM, WHICH IS ACTUALLY VERY GOOD COMPARED TO THE STATE AVERAGE. I'VE BEEN IN SYSTEMS THAT HAVE BEEN UPWARDS OF 20%, UM, SEEN SYSTEMS HIGHER THAN THAT. UM, BUT BERNIE IS DOING A GREAT JOB, BUT THIS IS CONTINUOUS. THEY TAKE, THEY TAKE ALL THE DATA THAT THE STATE GETS AND THEY START TO DISSECT IT AND HIGHLIGHT IT PER UTILITY, LARGE, MEDIUM, AND SMALL UTILITIES. AND THEY'RE SAYING THAT SMALL UTILITIES HAVE A REALLY TOUGH TIME 'CAUSE YOU DON'T HAVE A LOT OF WATER THAT YOU CAN LOSE, UM, WITHOUT IT SIGNIFICANTLY IMPACTING YOUR NUMBERS. SO BERNIE'S DOING VERY WELL THERE ON AVERAGE. UM, THEY'RE EXPECTING CITIES THE SIZE OF BERNIE TO HAVE ABOUT A 15% WATER LOSS RATE, BUT THIS IS LEAK DETECTION. THIS IS ALL THOSE TYPE OF THINGS YOU NEED TO PURSUE TO MAKE SURE YOU'RE NOT LOSING WATER OUTTA YOUR SYSTEM. AND THEY CAN BE NORMAL LOSS RATES THROUGH GASKETS, THOSE TYPE OF THINGS THAT YOU GOTTA BE MINDFUL OF. UP ON THE UPPER RIGHT, THE REGIONAL DISTRICT AND THE STATE WATER PLAN STATES THAT THE CITY OF BURN SHOULD BE BY THE YEAR 2030, [00:40:02] GETTING TO AS LOW AS 170 GALLONS PER CAPITA PER PERSON. BUT WE'RE SIGNIFICANTLY BETTER THAN THAT. WE WILL CONTINUE TO STRIVE TO GET LOWER THAN THAT, BUT AS YOU CAN SEE ALL THE WAY OUT TO 2080, THEY'RE THINKING WE CAN ONLY GET TO 1 27. SO, UM, I'VE SEEN CITIES TARGETS MUCH LOWER, UM, DOWN INTO THE A HUNDRED, A HUNDRED FOURS. UM, I'VE SEEN SOME EVEN LOWER THAN THAT, BUT THEY'RE FURTHER WEST. THEY DON'T HAVE A LOT OF EXISTING DEMAND FOR IRRIGATION AND NOR DO THEY PLANT YARDS FULL OF GRASS. SO, UM, WE'LL HAVE TO CONTINUE WATCH THIS. BUT THESE ARE INDICATORS FOR US TO MAKE SURE WE'RE BEST IN CLASS AND THAT WE'RE MEETING OUR REQUIREMENTS PER THE STATE. I MEAN, COMPARING OURSELVES TO THE TOP UTILITIES IN THE, IN THE, IN THE STATE AS WELL WITH SIMILAR CLIMATES. UM, CITY MANAGER THATCHER ASKED ME YESTERDAY, WHAT IS THE HIGHEST YOU'VE SEEN IN GPCD? AND I'VE SEEN, I'VE BEEN A PART OF A SYSTEM THAT HAD, IT WAS UP TO 216 GALLONS PER CAP PER PERSON, AND WE DROPPED IT, BUT I THOUGHT THAT WAS THE MAX. BUT I LOOKED AT IT AGAIN LAST NIGHT AND I SAW QUITE A FEW SITTING UP IN THE FIVE AND 600 GALLONS PER CAP PER PERSON. BUT IT'S FAR EAST, THEY GET A LOT OF RAINFALL AND THEY DON'T REALLY, UH, MANAGE THEIR LEAKS VERY WELL. SO WE'RE DOING A GREAT JOB, BUT VERY GOOD WITH REGARD TO CENTRAL TEXAS. SOME OF THE DROUGHT IMPACTS FOR THE RECENT RAINFALL, OF COURSE, WE GOT JUST OVER FIVE INCHES HERE IN BURN CANYON LAKE. HOW DOES THIS, YOU KNOW, IT, IT WAS MINUSCULE IMPACT ON THE LAKE, HOWEVER, THE LAKE OVER THE LAST YEAR IS 58.9% FULL. LAST YEAR IT WAS 8.71 FEET LOWER AT THIS TIME LAST YEAR. SO, UM, THERE'S A LOT OF ANXIETY AND, AND PRESS ABOUT THE LEVELS OF LAKES AND, UM, CONCERN ABOUT CONSERVATION IN CENTRAL TEXAS AS THERE SHOULD BE. UM, AND I JUST WANTED TO GIVE YOU AN INDICATION THERE OF JUST A LITTLE BIT OF RAIN. UM, MAY NOT HAVE SUCH IMPACTS ON, ON, UM, ON SURFACE WATER, BUT IT DID HERE AT BURNING LAKE WE GOT SIX INCHES OF INCREASED FLOW OR VOLUME AND IN BURNING LAKE, UM, AND THEN IT'S FURTHER SOUTH WHERE THEY GOT MORE RAIN. YOU SEE THE EDWARDS AFER JUST BUMPING UP 10 FEET JUST IN A FEW DAYS. IT'S PROBABLY EVEN HIGHER THAN THAT. MOST EXPERTS WERE TALKING HERE IN THE LAST TWO WEEKS ABOUT, UM, HOW IS THIS GONNA, HOW IS CLIMATE GONNA CHANGE? AND ALMOST ALL EXPERTS AGREE IN THE NATIONAL WEATHER SERVICE. PUT IT OUT MAY THROUGH THE JULY OF 26, THEY ENVI ENVISIONED EL LA NINA GOING AWAY, EL NINO COMING INTO PLAY, WHICH BRINGS MORE TROPICAL MOISTURE TO TEXAS. SO, UH, WE'RE PRAYING FOR THAT. UM, NOT TOO MUCH. WE DON'T NEED A HURRICANE, BUT UM, THAT RAIN THAT WE JUST EXPERIENCED IS SOMETHING THAT WE WANT TO CONTINUE TO SEE. WE NEED, WE NEED A FEW OF THOSE STRUNG TOGETHER TO HELP RECOVER. UM, OTHERS HAVE, UH, INCLUDING BERNIE HAS, UM, DROUGHT CONSERVATION PLANS. GBA HAS SIX STAGES. UM, RIGHT NOW THEY'RE IN STAGE TWO, WHICH IS A VOLUNTARY 10% CUTBACK. UH, COW CREEK IS IN STAGE THREE WITH A 30% CUTBACK. SO THAT IMPACTS ALL THE WELL OWNERS WITHIN THE COW CREEK DISTRICT. AND EVERYBODY NEEDS TO BE CONSERVING UP TO 30% OF WHAT THEIR FULL DEMAND WAS. UM, CITY OF FAIR OAKS IS IN STAGE TWO, I THINK THEY HAVE ONCE A WEEK WATERING, UM, WITH, UM, REDUCED HOURS. AND, UH, TEXAS WATER HAS IS IN STAGE THREE EVERY OTHER WEEK WATERING ONE DAY A WEEK. SO THEY'RE HAVING SOME SIGNIFICANT CHALLENGES THERE WITHIN TEXAS WATER. AND SOME OF THAT CHANGES BETWEEN KENDALL COUNTY AND KAMAL COUNTY. OMA COUNTY IS A LITTLE WORSE. UM, THE NEXT STAGES THOUGH, THAT THESE UTILITIES GO THROUGH ARE NO OUTDOOR WATERING. SO WE'VE GOTTA BE ABLE TO MANAGE OUR RESOURCES APPROPRIATELY, UH, SO THAT WE DON'T HAVE TO GO THERE. WHAT THAT MEANS IS THAT WE ARE ABLE TO ISSUE THE ONE NOTICE OF VIOLATION WITHOUT HAVING TO FOLLOW UP. SO OF THE 157 COMPLAINTS, 82% WAS ADDRESSED AND WE DIDN'T HAVE REPEAT OFFENDERS.
