UM, THE HLC WILL MAKE A RECOMMENDATION. THAT RECOMMENDATION WILL GET TAKEN TO THE PLANNING AND ZONING COMMISSION. THE PLANNING AND ZONING COMMISSION WILL HAVE A HEARING ON THIS ITEM AS WELL. BASICALLY WHAT THAT BILL STATED WAS THAT ANYONE WHO WAS SERVING ON THE IMPACT FEE ADVISORY COMMITTEE COULD NOT ALSO BE DULY A MEMBER OF THE PLANNING AND ZONING COMMISSION, WHICH A NUMBER OF CITIES IN THE STATE WERE HAVING THAT TOGETHER. AND SO THAT KIND OF IMPACTED OUR, OUR LOOK AT COMMISSIONS WITHIN THE CITY. AND SO WE'VE DETERMINED THAT IT'S, YOU KNOW, WE'VE NEEDED TO RESTRUCTURE THE ROLES AND COMPOSITIONS OF SOME COMMISSIONS. AND SO THIS IS WHERE THIS ONE KIND OF COMES OUT OF. UH, SO THE DESIGN REVIEW COMMITTEE, SOME BACKGROUND ON WHO THE DRC IS AND WHEN THEY WERE ESTABLISHED, UH, THE DRC WAS ESTABLISHED IN NOVEMBER OF 2021. UH, THEY WERE ESTABLISHED WITH THE PRIMARY DUTIES OF DETERMINING, UH, CREATIVE ALTERNATIVES THAT WERE BROUGHT FORTH, UH, FROM FOR, FOR THE CITY AND ALSO TO CONSIDER SIGNED VARIANCE REQUESTS, . AND SO, ONCE AGAIN, THAT THIS UDC AMENDMENT IS TO BASICALLY TAKE WHAT THOSE DUTIES WERE AND REASSIGN THEM TO THIS COMMISSION, THE HLC, AND TO THE PLANNING AND ZONING COMMISSION. SO, BACKGROUND, AGAIN, JUST TO REITERATE. SO WE'RE GONNA SEE THAT THE, THE DESIGN REVIEW COMMITTEE HAS ESSENTIALLY THREE PRIMARY FUNCTIONS. THEY HAVE SIGN APPROVALS, SIGN VARIANCES, AND CREATIVE ALTERNATIVES. THAT'S WHAT'S GET, THAT'S WHAT GETS TAKEN TO THE DESIGN REVIEW COMMITTEE. UM, DRC ACTIONS AS OF 2021 WHEN IT WAS ESTABLISHED. THEY HAVE HELD 22 PUBLIC MEETINGS SINCE 2021. [01:20:01] UM, THAT IS A TOTAL OF ONLY 24 ITEMS SINCE 2021. UH, THEY HAVE MADE DETERMINATIONS ON TWO CREATIVE ALTERNATIVES. THEY HAVE MADE DETERMINATIONS ON FOUR CERTIFICATES OF APPROVAL, AND THEY HAVE MADE DETERMINATIONS ON 18 SIGNED VARIANCES SINCE ITS INCEPTION IN 2021. AND OF THOSE SIGNED VARIANCES, THE HLC HAS HEARD SIX OF THESE. THE REASON WHY THE HLC HEARD THOSE WAS BECAUSE THEY WERE ALSO LOCATED WITHIN THE HISTORIC DISTRICT. SO WHAT WE'LL SEE HERE AS A RESULT OF DISSOLVING THE DESIGN REVIEW COMMITTEE IS WHAT THIS UDC AMENDMENT IS PROPOSING, IS TO MOVE SIGN APPROVALS AND SIGN VARIANCES TO THE HISTORIC LANDMARK COMMISSION. THIS IS SOMETHING THE COMMISSION IS RELATIVELY KIND OF FAMILIAR WITH ALREADY, KIND OF LOOKING AT SCIENCE AS WE SAW TODAY. AND THEN THE CREATIVE ALTERNATIVES WILL BE TURNED OVER TO THE PLANNING AND ZONING COMMISSION. THAT'S SOMETHING THAT COMMISSION IS KIND OF FAMILIAR WITH AS WELL. SO YOU MAY, AND YOU KNOW, SOME OF THOSE WERE KIND OF DOUBLED IT AS WE'VE ALREADY SEEN. 'CAUSE SOME OF THOSE ALREADY COME TO THE HLC. AND THEN WITH THE PLANNING AND ZONING COMMISSION, THEY ARE LOOKING AT AN INCREASE OF MAYBE ONE A YEAR. AND SO NOW WE'LL TAKE A LOOK AT THE RED LINES IN THE UDC, WHAT THAT VERBIAGE IS GONNA LOOK LIKE. I KNOW QUITE, QUITE OVERWHELMING TO SEE YOU SHAKING YOUR HEAD. UM, BUT WE'LL BREAK IT DOWN FOR YOU. SO WHAT THIS SECTION HERE IS, YOU SEE A LOT OF RED. UM, BUT IN THOSE TWO CASES, UH, THE FIRST ONE WAS FOR ALLOWING, UM, SERVICE BASE IN FRONT OF THE BUCKYS THAT IS WITH THE DRC. THEY RECOMMENDED APPROVAL. THERE WAS TWO COMMISSIONERS WHO VOTED IN FAVOR. UM, AND THEN FOR THE NEXT ONE, IT WAS A SERIES OF CREATIVE ALTERNATIVES. AND READING THROUGH THE MINUTES ON THAT CASE, I DIDN'T QUITE UNDERSTAND WHAT EXACTLY THEY WERE REFERRING TO, BUT IT WAS ESSENTIALLY IN REGARDS TO THEY WERE ENCROACHING IN SOME LANDSCAPE EASEMENTS FOR PLANTING. BUT WHAT THEY WERE DOING SOMEHOW BY ENCROACHING INTO THE LANDSCAPE EASEMENT, THEY WERE GOING TO BE, UM, PRESERVING MORE TREES [01:25:01] THAT WERE ON THEIR SITE. UM, SO THOSE HAVE BEEN THE ONLY TWO TIMES THAT THE DRC HAS DONE ANY KIND OF CREATIVE ALTERNATIVE. UM, THIS IS NOT SOMETHING THAT COMES VERY OFTEN TO, TO THE BOARD. THANK YOU. YEAH, ABSOLUTELY.
