THE THREE PURPOSES ARE TO PRESERVE ECONOMIC FUNCTION OF THE PRIMARY ENTRANCE CORRIDORS IN THE CITY, MANAGE TRAFFIC, PARKING, AND CONNECTIVITY EFFECTIVELY WITHIN THESE CORRIDORS, AND STRENGTHEN WAYFINDING AND ORIENTATION THROUGH RE STREET SCAPE DESIGN.

THESE ARE THE CRITERIA THAT THE COMMITTEE WILL NEED TO EVALUATE WITH THIS.

UM, CERTIFICATE OF APPROVAL REQUEST.

HERE IS A STREET VIEW SHOWING THE ALLIANCE CREDIT UNION SITE ALONG SOUTH MAIN STREET.

THE EXISTING LEGALLY NON-CONFORMING MONUMENT SIGN WILL BE REMOVED AND REPLACED WITH THE PROPOSED MONUMENT SIGN WITH THE DIGITAL DISPLAY.

UM, IN THE SAME LOCATION, THERE IS A PRIVATE DRAINAGE AND UTILITY EASEMENT.

YOU CAN SEE IT RIGHT HERE.

THAT SETS BACK THE PROPOSED SIGN, UM, ABOUT 80 FEET.

UM, ONE ADDITIONAL THING IS THE APPLICANT HAS PROPOSED TO, HAS, UM, SUBMITTED A, A PERMIT TO JUST CHANGE THE PANEL OF HERE FOR NOW UNTIL THEY'RE ABLE TO CONSTRUCT THE, THE PROPOSED MONUMENT SIGN.

BEFORE THAT PERMIT GETS APPROVED, THEY'RE GONNA CHANGE THE PANEL SO THAT THERE'S STILL SOME, UH, IDENTIFICATION OF THE BUSINESS.

THE PROPOSED SIGN IS A MONUMENT SIGN WITH THE DIGITAL DISPLAY.

THE DIGITAL DISPLAY IS APPROXIMATELY SEVEN BY 4 28 SQUARE FEET AND WOULD COMPRISE A HUNDRED PERCENT OF THE DISPLAY FACE.

THE OVER ALL MONUMENT SIGN IS APPROXIMATELY EIGHT FEET BY EIGHT FEET, WHICH DOES MEET OUR, UM, SIGN STANDARDS FOR THIS SIGN TYPE.

THE APPLICANT HAS INDICATED THAT THE PROPOSED DIGITAL SIGN WILL COMPLY WITH UDC SECTION NINE FIVE C FIVE, AND APPENDIX D, DARK SKY REGULATIONS.

UM, THE SIGN PLANS INCLUDE A MAXIMUM CORRELATED COLOR TEMPERATURE OF 27 K OR LESS, AND AN AUTOMATIC SHUTOFF CONTROL SET FOR 10:00 PM OR BUSINESS CLOSING, WHICHEVER OCCURS.

FIRST, FINAL SIGN PERMIT APPROVAL IS REQUIRED BEFORE INSTALLATION AND THE PERMIT WILL NOT BE APPROVED UNLESS THE SIGN COMPLIES WITH ALL APPLICABLE UDC REQUIREMENTS BEFORE REVIEWING THE ENTRANCE CORRIDOR CRITERIA, I WANNA CLARIFY WHY THIS REQUEST IS BEFORE THE DESIGN REVIEW COMMITTEE UNDER THE UDC, ALL DIGITAL SIGNS IN THE CITY MUST BE CONSIDERED AND APPROVED BY THE DRC THROUGH A CERTIFICATE OF APPROVAL.

BECAUSE THIS PROPERTY IS LOCATED WITHIN THE ENTRANCE CORRIDORS OVERLAY DISTRICT, THE DRC MUST ALSO CONSIDER WHETHER THE DIGITAL COMPONENT IS APPROPRIATE FOR THE CORRIDOR CONTEXT.

NOW FOR THE ANALYSIS, THE ENTRANCE CORRIDOR REVIEW FOCUSES ON THREE CONSIDERATIONS, LIKE I MENTIONED EARLIER, FIRST ECONOMIC FUNCTION.

THE DESIGN, UH, THE DIGITAL SIGN MAY SUPPORT ALLIANCE CREDIT UNION'S VISIBILITY AND ALLOW COMMUNICATION OF SERVICES, EVENTS AND INFORMATION.

HOWEVER, BECAUSE OF THIS, THE DISPLAY FACE IS ENTIRELY DIGITAL.

THE BUSINESS NAME OR PERMANENT IDENTIFICATION MAY NOT BE SHOWN AT ALL TIMES.

THE DRC SHOULD DETERMINE WHETHER THAT SUPPORTS THE INTENDED ECONOMIC FUNCTION OF THE CORRIDOR.

SECOND, WITH REGARDS TO TRAFFIC, PARKING AND CONNECTIVITY, THE SIGN MUST COMPLY WITH UDC SECTION NINE DASH FIVE C FIVE, INCLUDING STATIC DISPLAY MESSAGE CHANGE FREQUENCY, AUTOMATIC DIMMING MALFUNCTION CONTROLS AND PROHIBITIONS ON FLASHING, SCROLLING OR MOTION.

THESE STANDARDS ARE INTENDED TO REDUCE IMPACTS, BUT THEIR EFFECTIVENESS DEPENDS ON CONTINUED OPERATOR COMPLIANCE AND CITY CODE ENFORCEMENT.

THIRD, FOR WAYFINDING AND ORIENTATION, THE MONUMENT SIGN MAY IS MAY ASSIST WITH SITE IDENTIFICATION ALONG SOUTH MAIN STREET.

UH, THE DRC SHOULD DETERMINE WHETHER THE PORTION, THE PROPORTION OF THE DIGITAL DESIGN, THE DIGITAL SIGN DISPLAY IS COMPATIBLE WITH THE STREETSCAPE AND CHARACTER OF THE ENTRANCE CORRIDORS OVERLAY DISTRICT BASED ON UDC, SECTION TWO 10 E FOUR C STAFF RECOMMENDS THAT THE DESIGN REVIEW COMMITTEE DETERMINE WHETHER THE REQUEST MEETS THE CRITERIA FOR A CERTIFICATE OF APPROVAL.
